Johan Jose Rangel Martinez, a 21-year-old illegal immigrant accused of stripping 12-year-old Jocelyn Nungaray naked, assaulting her for two hours and then killing her, was found with scratch and bite marks on his body after the ordeal, prosecutors said on Tuesday.
The news was unveiled by Assistant District Attorney Megan Long at the Harris County court, reports the New York Post.
Franklin Jose Pena Ramos, 26, who is accused of being Rangel Martinez’s accomplice, reported to police that he urged Rangel Martinez to cease his heinous crime but that he refused to do so and then went on top of the girl before strangling her so he could “finish what he started,” per Long’s account.
Rangel Martinez is notably a father of two.
A judge has put a $10 million bail for Rangel Martinez in place and has said he is a likely flight risk. Rangel Martinez reportedly cut his beard off in an attempt to change how he looks after the attack.
The attack took place on June 16 when Rangel Martinez and Pena Ramos allegedly lured Jocelyn under a bridge before taking her clothes off and assaulting her for a period of about two hours, according to court documents.
Pena Ramos and Rangel Martinez were previously arrested and promptly released after they were caught illegally crossing the US border. Authorities caught Pena Ramos in El Paso on May 29, while Rangel Martinez was arrested in the same city on March 14.
Rangel Martinez was initially given an ankle monitor, which authorities removed only about two months later after they decided he had no “known criminal history,” according to the Post.
“Our immigration system is broken and if there was ever a case that reflected that, it’s this one,” DA Kim Ogg stated during a press conference following Pena Ramos’ Monday hearing.
Surveillance footage shows Rangel Martinez and Pena Ramos arriving at a 7-Eleven alongside Jocelyn on the same night she was killed, with her body discovered half-naked and strangled.
According to Jocelyn’s family, she had snuck out of the family home on the same night she was killed and then met up with the accused murderers.
Jocelyn’s mother, Alexis Nungaray, said of her daughter: “She was amazing, I still see her face in the back of my head every day, all day. I keep getting little signs about her throughout the days and it’s been a very, very hard time for me and my family.”
“She had such a bright future ahead of her and I knew she was gonna go very far and these monsters took that opportunity from her, from our family.”
Coverage of the story has proved to be contentious. Some have accused mainstream media outlets of trying to cover up the facts, with many pointing to the Associated Press as a prime example given that the media conglomerate referred to the suspects as simply “men” rather than “illegal immigrants.”
One such person was Fox News reporter Bill Melugin, who said that AP not only does “not mention that both suspects are illegal aliens who were both recently caught & released at border” but that “they don’t even mention that they are from Venezuela, which police publicly disclosed.”
“Media across the country will use AP wires/reporting on this,” he lamented.
