A Louisiana man with a long history of sexually abusing minors has agreed to undergo both surgical and chemical castration as part of a plea deal, officials confirmed.
The case stems from his arrest for attempting to sexually assault a seven-year-old girl.
Thomas Allen McCartney, 37, of Leesville, Louisiana, pleaded guilty Tuesday in Vernon Parish to attempted first-degree rape of a child under 13.
Under the terms of the agreement, he will serve 40 years in state prison.
Authorities have labeled McCartney a Tier 3 offender, the highest classification under Louisiana law, and one of the state’s most dangerous child predators.
His record includes multiple prior convictions involving sexual abuse of minors, including two counts of aggravated rape of a 12-year-old in 2010, an attempted aggravated rape in 2011 and a 2006 arrest for felony carnal knowledge of a juvenile, the Daily Mail reports.
The most recent offense came to light in 2023 when a mother discovered McCartney abusing her seven-year-old daughter.
He allegedly fled the scene with a firearm before being apprehended in Harris County, Texas, and extradited back to Louisiana to face charges, according to The Post Millennial.
Vernon Parish District Attorney Terry Lambright condemned McCartney’s actions.
“Thomas McCartney is a predator that needs to [be] locked away from others in our community,” Lambright said. “This is a horrific crime that never should have happened.”
Louisiana law permits extreme measures, including surgical or chemical castration, for repeat offenders who commit sexual crimes against children.
McCartney’s decision to undergo both procedures allowed him to negotiate a plea deal, avoiding a potentially longer sentence.
The state authorized surgical castration as a legal penalty this month, although chemical castration has been available since 2008.
Cases such as McCartney’s have drawn increased attention from federal law enforcement.
Under FBI Director Kash Patel, the bureau has intensified efforts to combat child exploitation and sex trafficking.
Highlighting the federal crackdown on sexual predators, Patel warned perpetrators that there would be no leniency.
“Harm our children, you will be given no sanctuary,” Patel said at a press conference in May. There is no place we won’t hunt you down. And there is no cage we will not put you in should you do harm to our children.”
The FBI has coordinated closely with state and local authorities to prevent further abuse and bring repeat offenders to justice.
McCartney’s prosecution is part of a broader initiative targeting convicted pedophiles and other sexual predators, aiming to safeguard vulnerable minors.
McCartney’s case represents a rare application of surgical castration as part of a legal resolution in the United States.
The dual treatment is intended to reduce sexual impulses and minimize the risk of reoffending.
The plea deal underscores Louisiana’s unique approach to handling some of the state’s most dangerous sex offenders.
He remains in state custody and will undergo the procedures as directed by the court.
Officials say the case highlights ongoing collaboration between local authorities and federal law enforcement to ensure that sexual predators face the full extent of the law.
