SACRAMENTO — Four Republican legislators, represented by Dhillon Law Group, announced at a press conference this morning at the California Republican Party headquarters, that they have filed an emergency petition with the California Supreme Court seeking to stop legislative action on Gov. Gavin Newsom’s proposed redistricting plan, which they argue violates the California Constitution’s 30-day public review requirement.

The petition, filed late Monday, asks the Court to immediately halt further action on AB 604 and SB 280, legislation amended on August 18 to implement Newsom’s plan to override the state’s independent Citizens Redistricting Commission and place new congressional maps before voters in a November 4 special election.
“Californians voted to put redistricting in the hands of the people, not politicians. What Democrats are doing is a blatant power grab, and the California Republican Party will fight it at every opportunity to protect voters’ voices,” said California Republican Party Chairwoman, Corrin Rankin. “Their scheme would tear apart communities, silence public input, and erase the transparency that voters demanded when they created the Citizens Redistricting Commission.”
At issue is Article IV, Section 8(a) of the California Constitution, which requires that all legislation be published for 30 days before lawmakers may act on it, unless three-quarters of the Legislature votes otherwise. According to the petition, “the Legislature deleted the contents of two wholly unrelated old bills…and simply inserted the contents of the entirely new legislative package” in order to rush the redistricting measure to the ballot.
The petition argues that immediate intervention is required to prevent irreparable harm to Californians’ constitutional rights. “Absent immediate action, the Legislature will violate the California Constitution by enacting significant new legislation that the public has only seen for, at most, a few days,” the filing states.
The lawmakers are requesting the Court to order an immediate stay by August 20, preventing the Legislature from advancing the redistricting package until the constitutionally required 30-day period has elapsed.
