With the state of Virginia under massive scrutiny following reports that a high school in Fairfax trafficked multiple girls out of state for secret abortions, members of Congress have introduced a federal bill to make it illegal nationwide.
Congressman David Taylor has introduced the Child Interstate Abortion Notification Act in the House and Rep. Bob Onder (MO-03), and Rep. Mark Harris (NC-08) are key co-sponsors.
The bill protects children and upholds parental rights by prohibiting the transportation of minors across state lines to receive an abortion without following the parental notification laws in the minor’s resident state.
“No one should be taking children across state lines to receive secret abortions behind the backs of that child’s parents. Our Nation’s laws should protect our children from vulnerability, not open them up to coercion from oppressors trying to evade accountability from parents and the law,” said Congressman Taylor.

“As states like Illinois and California promote abortions and keep parents in the dark about their child’s health, the Child Interstate Abortion Notification Act would help put parents back in the equation while protecting both their child and the lives of the unborn. If a child can’t even get a tattoo or piercing without parental involvement, why should they be allowed to have an abortion without it? It’s common sense that parents should be able to guide and support their child through important, life-altering decisions like bringing new life into the world.”
“This legislation is critical to protecting parental rights when it comes to the most serious and irreversible decision a minor can make,” said Rep. Bob Onder. “No one should be able to secretly transport a child across state lines to bypass parental consent or notification laws. These safeguards exist to ensure that parents are involved in critical medical decisions affecting their children’s lives and well-being, and this bill makes clear that those rights cannot be ignored or undermined.”

“This legislation (CIANA), which was introduced many years ago in Congress and had my strong support back then, came very close to becoming law, except for the unwillingness of Democrats in Congress to do anything that would harm the abortion industry.
“Times have changed. Americans have awakened to the extremism of the abortion industry, and the way it not only kills children in the womb, but abuses children who are already born.
“Moreover, there is a new concern in America today for parental rights.
“And in the era of the Dobbs decision, when states have more authority to restrict and prohibit abortion, this law makes more sense than ever.”
In addition to prohibiting the transportation of a minor across state lines to obtain an abortion in circumvention of a parental involvement law in the minor’s resident state, the Child Interstate Abortion Notification Act also establishes penalties for physicians who knowingly violate the notification requirement, with specified exceptions including the life of the mother.
Many states including California, New York, and Illinois have no requirements for parental notification or consent if a minor is seeking an abortion. This means that any adult can transport a minor to one of these states to receive an abortion without the child’s parents ever knowing.
Since the Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization, the number of people traveling across state lines to receive an abortion has roughly doubled. In 2024, approximately 155,000 people crossed state lines to receive an abortion, constituting around 15% of all abortions that year.
While it is widely accepted that a minor should not be able to receive elective surgeries, admit themselves to a hospital, or be prescribed most medications without a parent’s consent, many states allow minors from out-of-state to have abortions in their state without parental notification or consent. This occurs despite polling
that shows 70% of Americans support requiring parental notification for a minor undergoing an abortion.
Supporting organizations of this bill include Susan B. Anthony Pro-Life America, March for Life Action, National Right to Life Committee, Americans United for Life, and Students for Life Action.
Representatives Andrew Clyde (GA-09), Doug LaMalfa (CA-01), Jodey Arrington (TX-19), Robert Aderholt (AL-04), Mary Miller (IL-15), Ron Estes (KS-04), Russ Fulcher (ID-01), Jake Ellzey (TX-10), Christopher Smith (NJ-04), and Sherri Biggs (SC-03) joined Congressman Taylor in the introduction of this bill.
The Child Interstate Abortion Notification Act was previously introduced in the 118th Congress by Speaker Mike Johnson (LA-04).
