A male repeat offender who claims to identify as a transgender woman has assaulted a female inmate while detained in a women’s prison in New York. Justin “Justine” Randall-Pizarro is said to have punched the woman in the face before stomping on her head and hands, according to information provided to Reduxx by women’s rights group Roar Women NYC.
Randall-Pizarro, a repeat offender who has reportedly been arrested 17 times since September 2024, physically assaulted Angela* while they were both incarcerated at the Rose M. Singer Center, a facility intended for women at Rikers Island.
The female prisoner’s mother reports that he “attacked [her] daughter from behind, punching her in the face, leaving her with a black eye, and stomping on her hands and head.’”
She told Roar Women NYC that her daughter was not given proper medical attention after the attack, including a hospital visit for a potential broken hand. “Instead, she was given a citation, reprimanded, and moved to a different dorm — as though she were the one at fault.”
Randall-Pizarro, 18, has a lengthy criminal record that includes multiple charges of of burglary, reckless endangerment, assault, and larceny of transit property. Despite over a dozen arrests in under a year, Randall-Pizarro was repeatedly released without bail.
NYPD Chief of Detectives Joseph Kenny told The New York Post that Randall-Pizarro is listed in all official paperwork as “female,” and that he is a recidivist offender who breaks into public trains during the night and hijacks them.
“This person is basically a transit recidivist who keeps breaking into trains,” he said, while referring to Randall-Pizarro with feminine pronouns. “When she breaks into them, she moves them, she steals items – train keys, things of that nature.”
The most recent incident occurred on June 23, when he entered a train carriage and allegedly stole a a bag belonging to a female conductor. During court proceedings, prosecutors requested a $20,000 bail or a $60,000 bond, but a judge declined and released him.
An arrest warrant was issued earlier this month in response to his failure to appear for court hearings. According to the New York Department of Corrections, Randall-Pizarro was arrested on August 5 and was immediately placed in the Rose M. Singer Center for women. Within the month, he had assaulted a female inmate.
“This is an extremely predictable consequence of letting criminally violent men opt in to the women’s center by claiming they feel like a woman inside,” said Elizabeth Fedak, the primary organizer of a local women’s group formed to protect women’s rights, ROAR Women NYC.
“Self-ID policies put incarcerated women at increased risk of violence and violate the civil rights of each and every incarcerated woman held in prisons where such men are present,” she added.
In January 2019, the New York State Department of Corrections and Community Supervision (DOCCS) issued a policy allowing inmates who declare a gender identity to be housed according to their preference, regardless of “genital anatomy.”
“An inmate who identifies as transgender or intersex will not be placed in a gender-specific facility, housing unit, or program based solely on their external genital anatomy,” reads Directive 4021 on inmate classification.
“An inmate who identifies as transgender, intersex, or gender non-conforming during PREA Risk Screening, or who has a diagnosis of Gender Dysphoria or Intersex… shall be asked additional questions by their ORC using the ‘Gender Identity Interview’ regarding their gender identification, expression, and preferences,” the policy states.
Since the implementation of gender identity policies, several violent men and male sex offenders have been housed at the Rose M. Singer with captive female inmates. Among them is Nicolas Rivera Suarez, who is awaiting trial for the rape of a 14 year-old boy.

Another male convict who has been held in the New York women’s prison is a sadistic serial killer who murdered and dismembered at least three women. Harvey Marcelin, who identifies as a “transgender lesbian” and uses the name Marceline Harvey, was arrested in 2022 for the murder of Susan Leyden after parts of her body were found scattered near Marcelin’s apartment.
Marcelin is also described as “female” by the New York DOC and was placed in the women’s prison for a time, before unspecified conditions presumably linked to his advanced age saw him transferred to an infirmary center.

In 2022, trans-identified male inmate Ramel Blount was convicted of raping a female prisoner while incarcerated at the Rose M. Singer Center. Blount, who uses the alias Diamond Blount, was sentenced to seven years after accepting a plea deal for a lesser charge of attempted rape.
While housed in the female facility, Blount approached a 33-year-old woman in the bathroom on February 8, 2021. The victim had just finished showering when Blount grabbed her by the neck, held her down and sexually assaulted her. The situation resulted in Blount being quietly transferred to a prison for male offenders.
In November 2023, a former female inmate launched a lawsuit against the City of New York after being “repeatedly sexually assaulted” by a male inmate who had been housed in the women’s section of Rikers Island. Known only as Rose Doe, the inmate says she was subjected to repeat abuse by a male who was permitted to stay in women’s protective custody after claiming to be “transgender.”
Rose Doe was first housed at the Rose M. Singer Center, the only women’s facility on Rikers Island, in December of 2021. Shortly after, a male inmate was transferred into Doe’s unit on the basis of his self-declared “gender identity.”
According to the suit, DOC records show that at the time the male entered the women’s housing unit, he was being investigated for his potential involvement in a prostitution ring operating within Rikers Island. The ring involved staff and inmates, and the DOC was reportedly aware that he was likely moved to the female unit to facilitate his procurement of female inmates to pimp out to male inmates and staff.
