The high school teacher who blew the whistle on allegations that Virginia’s Fairfax County Public Schools (FCPS) enabled a minor student’s abortion now says that she has raised concerns about the claims seven times since May 2022.
CatholicVote previously reported that Zenaida Perez, a teacher at Centreville High School, met with a school investigator in May to tell him about the allegations that a school social worker facilitated one abortion for a student and tried to convince another to go through with an abortion. According to the claims, both students were minors at the time and their parents were not notified, violating Virginia law.

Perez also told the investigator that she met with school administrators in 2022 to inform them of the claims.
FOX News reported Aug. 12 that Perez recently met with Mary McGowan, a retired lawyer from Blankingship & Keith, which the outlet described as “a longtime go-to firm for Fairfax County Public Schools.” According to FOX, McGowan is investigating the abortion allegations.
Perez reportedly told McGowan that she has raised concerns about the allegations seven times since May 2022. School administrators have been “covering up” the alleged scandal and retaliating against her for her repeated claims, Perez said, according to FOX.
The outlet reported that Perez first alerted school officials, including the school principal, May 5, 2022, and followed up with an email eight days later. She met with the school principal again in November 2022. During that meeting, he reportedly said he did not remember having a conversation about the abortion allegations with her earlier.
According to FOX, Perez brought the allegations to light several more times, eventually telling an attorney about the claims. The attorney, who was investigating a separate issue of alleged workplace harassment at the school at the time, reportedly told Perez that she would let the Division Counsel’s office know of her concerns.
Despite Perez’s statements that she blew the whistle on the allegations several times, the school district’s superintendent claimed in an Aug. 7, 2025, letter to staff and families that school officials learned of the incidents only that week. In an emailed statement to CatholicVote Monday, FCPS declined to comment on the allegations that it covered up the scandal, stating that it is “an ongoing personnel matter.”
“FCPS has engaged an independent, external legal investigator to fully follow the facts of the 2021 allegations,” the district added. “Once the facts are established, we will take swift and appropriate action. We are committed to sharing our key findings as soon as we are able.”
