2026 Gubernatorial candidate Steve Hilton announced Monday he will hold a press conference on Tuesday, August 5, 2025, at 10 am PDT to announce “legal action to stop Governor Gavin Newsom and Attorney General Rob Bonta from ramming through an illegal, mid‑decade redistricting scheme designed to shred the state constitution and rig California’s elections.”
Hilton, a former advisor to British Prime Minister David Cameron and former Fox News political commentator prior to his candidacy, took to social media and Fox News Monday, going over why he was doing this.
“Gavin Newsom is trying to steal five House seats from Republicans so Democrats can flip the House and impeach President Trump,” said Hilton on X. “This is not about Texas. It’s about Newsom’s presidential ambitions. I will not let it happen. Next week I will be laying out a plan to stop Newsom.”
“It is illegal, It is unconstitutional. My friend [Congressman] Tom McClintock, who endorsed me for Governor, is exactly right there,” Hilton said on Fox News Sunday. “But here’s what’s going on. Everyone across the country needs to understand this. Gavin Newsom is planning to steal 5 Republican House seats next year by holding a special election this year to overturn the California constitution and illegally grab power and make this state even more gerrymandered in Democrats favor.
“And right now Republicans have 40% of the vote in California, but only 17% of the House seats. Gavin Newsom wants another 5. That will give us for 40% of the vote only 7% of the House seats in California because Gavin Newsom wants to show that he is the guy fighting President Trump, winning the House majority for Democrats so that they can impeach President Trump. I’m not going to let that to happen. So what I will be announcing is a plan to stop Gavin Newsom stealing these seats and being able to impeach President Trump by filing legal actions on all the different actions that we have. And you’ll see that very clearly from me.
“We cannot allow Gavin Newsom to get away with it. And by the way, when I’m Governor, I will restore the integrity of our system in California so that we can have fair representation. That would give us an additional 12 Republican House seats in California. That is what fair representation in California would look like.”
A new legal dimension in the redistricting battle
“Hilton will outline the legal, constitutional, and political stakes of this unprecedented assault on democracy, and lay out a two‑front legal strategy to stop this power grab in its tracks by blocking any attempt to put a redistricting amendment to the California constitution on the ballot this year,” Hilton’s campaign said in a statement.
Hilton’s upcoming legal action comes following efforts pushed by Texas, California, and other states to redistrict mid-decade and gerrymander more seats. As Hilton noted, Republicans accuse Democrats of wanting to have enough seats to have a majority and possibly impeach Trump, while Democrats have said that the GOP wants to have a firm number of seats in the majority and have enough to keep the majority in the House during the 2026 midterm election.
As of Monday afternoon, Texas Governor Greg Abbott has civil arrest warrants out for Democrat lawmakers who left the state for Illinois and broke a quorum, before the vote to redistrict. In California Newsom is trying to get a special election in place by November to allow voters to approve for early redistricting. Meanwhile, in Washington, Congressman Kevin Kiley (R-CA) is trying to bring forth legislation to stop all gerrymandering attempts mid-decade.
“Gavin Newsom is trying to subvert the will of voters and do lasting damage to democracy in California,” explained Kiley on Monday. “Fortunately, Congress has the ability to protect California voters using its authority under the Elections Clause of the U.S. Constitution. This will also stop a damaging redistricting war from breaking out across the country.”
Hilton’s legal action is set to bring in yet another dimension in the mid-decade gerrymandering issue, throwing in a legal battle that could potentially tie up the vote and special election for months while the court decides, or rule that it is unconstitutional entirely.
With the Texas vote, California lawsuit, and other mid-decade redistricting matters coming up this week, the issue is far from settled, especially with states like Ohio and Missouri poised to enter the redistricting fray as well.
