The executive order directs the Department of Justice and HUD to review funding for programs that operate drug injection sites or distribute drug paraphernalia, signaling a move away from “harm reduction” models. Programs found to violate federal law could face frozen funding or criminal action.
5. Increased Accountability:
HUD and HHS are instructed to overhaul grant eligibility to prioritize recovery, self-sufficiency, and public safety over “housing first” models. New requirements may mandate treatment participation for aid recipients struggling with addiction or mental illness.
6. Protecting Women and Children:
Federally funded shelters may now be permitted to exclusively house women and children, and must prevent sex offenders from being housed with unrelated minors.
7. Data Sharing with Law Enforcement:
Programs receiving federal homelessness aid could soon be required to collect and share mental health and addiction data with law enforcement where permitted by law.
