Planned Parenthood Great Rivers (PPGR), a St. Louis-based affiliate of the nation’s largest abortion business, has laid off employees in response to Medicaid funding cuts triggered by a new federal law signed by President Donald Trump.
The layoffs, affecting staff in human resources, research, and education, come as the abortion giant grapples with financial strain following the passage of the “One Big, Beautiful Bill Act,” which includes a provision to block Medicaid reimbursements to abortion companies for one year.
The bill, signed into law on July 4, prohibits Medicaid funding for anyone who kills babies in abortions and receiving over $800,000 in federal reimbursements, a threshold that primarily targets Planned Parenthood. The pro-abortion organization has warned that the funding cut could force the closure of approximately 200 of its 600 killing centers nationwide.

“Our doors remain open, ensuring patients can continue to receive the affordable, compassionate sexual and reproductive health care they know and trust from Planned Parenthood,” said Margot Riphagen, president and CEO of Planned Parenthood Great Rivers in a statement about the layoffs.
The defunding measure has been celebrated by pro-life advocates, who view it as a critical step in redirecting taxpayer dollars away from an organization that kills babies. But in Missouri Planned Parenthood has also come under fire for taking teens out of state for secret abortions.
Missouri Attorney General Andrew Bailey has been at the forefront of legal efforts to hold Planned Parenthood accountable for trafficking of minors for abortions without parental consent, filing a lawsuit in February 2024 against Planned Parenthood Great Plains. The lawsuit alleges the organization facilitated abortions for minors by transporting them across state lines to bypass Missouri’s pro-life laws, which require parental consent.
Bailey’s suit cites a Project Veritas video in which Planned Parenthood staff admitted to arranging abortions for minors in Kansas, where abortion laws are less restrictive, without notifying parents.
“Planned Parenthood’s most recent troubling activity was captured on video, where Planned Parenthood staff admitted they traffic minors across state lines to perform abortions on them without parental consent. Worse, they admit doing this ‘every day, every day, every day,’” the lawsuit states.
Bailey further noted that such actions violate Missouri law, which recognizes “fundamental parental rights that are ‘deeply rooted in our Nation’s history and tradition.’”
The allegations stem from an undercover investigation showing Planned Parenthood employees assuring an adult posing as the uncle of a 13-year-old girl that they could bypass parental notification. “This violates Missouri law,” Bailey’s lawsuit contends, emphasizing that the organization’s actions undermine parental rights and conceal potential criminal offenses, such as sexual assault, since minors cannot legally consent to sexual activity in Missouri.
Bailey, appearing on “Washington Watch,” described Planned Parenthood’s actions as a “conspiracy to conceal criminal offenses,” including “sexual assaults against minors” and “altering writings by taking off letterhead to obtain consent under false pretenses.” He expressed confidence in the lawsuit moving forward, citing Planned Parenthood’s “documented history of willful violations of the health and safety laws, the parental notification laws, the record retention laws of the state of Missouri.”
