The probe comes as new revelations emerge about the intelligence agencies’ handling of the 2016 election investigation.
The timing of these investigations follows closely after CIA Director John Ratcliffe declassified an internal tradecraft review of the 2016 election Intelligence Community Assessment (ICA).
This review examined the procedures and analytical standards used in creating the assessment that alleged Russian interference in the 2016 presidential election.
Former CIA officer John Kiriakou provided explosive testimony about Brennan’s tenure during a recent appearance on the Patrick Bet David podcast.
Kiriakou detailed what he characterized as Brennan’s pattern of retribution against perceived enemies within the intelligence community.
“They make him CIA director, and then he starts just wreaking vengeance on all of his enemies,” Kiriakou stated during the interview.
“This is a bad guy. John Brennan is a very bad guy. From day one, he was a bad guy.”
Kiriakou’s revelations about Brennan’s leadership style paint a picture of an intelligence chief who prioritized personal loyalty over professional competence.
The former CIA officer described how Brennan established what he characterized as a daily “kill list” that would be presented to the White House during his tenure as director.
The promotion practices under Brennan’s leadership raised eyebrows among career intelligence professionals according to Kiriakou’s account.
The special counsel investigation led by Robert Mueller ultimately concluded with no evidence supporting claims of Russian collusion with the Trump campaign, per NPR.
This conclusion came after years of investigation that significantly impacted Trump’s first presidential term.
The tradecraft review identified multiple procedural anomalies in the preparation of the 2016 ICA, according to the CIA’s declassified findings.
The review raised questions about whether proper intelligence standards were followed during the assessment’s creation.
Kiriakou described Brennan’s management style within the CIA, including his establishment of loyalty networks that benefited his supporters.
When asked about Brennan’s reputation within the agency, Kiriakou explained how the former director cultivated a group of allies.
“There was a group, even on the analytics side, there was a group of guys who were, you know, these these hard-drinking, most most of them were single, but the hard-drinking, you know, tough spy wannabes, and they gravitated toward John. And he took good care of a lot of them,” Kiriakou explained.
Brennan ensured his loyal supporters received preferential treatment in promotions according to Kiriakou’s account.
“He got them promoted into the senior service. Like, I, we would get these promotion lists, and I would say, you’ve got to be freaking kidding me. So-and-so got promoted to the senior intelligence service?” Kiriakou said.
“But, you know, they were protégés of John’s.”
The investigation appears to focus on potential false statements made to Congress regarding the inclusion of the Steele Dossier in the 2017 Intelligence Community Assessment.
A recently declassified email reveals internal CIA concerns about including the dossier in the assessment.
The deputy CIA director warned Brennan in December 2016 that including the dossier could threaten “the credibility of the entire paper.”
Despite these warnings from senior intelligence officials, Brennan proceeded with its inclusion in the final assessment.
The CIA’s internal review concluded that “Despite these objections, Brennan showed a preference for narrative consistency over analytical soundness.”
The review noted that when confronted with specific concerns about the dossier’s reliability, Brennan appeared more influenced by its alignment with existing theories than by legitimate intelligence concerns.
The review states that “Brennan ultimately formalized his position in writing, stating that ‘my bottomline is that I believe that the information warrants inclusion in the report.’”
This written position directly contradicts testimony Brennan provided to Congress in 2023 regarding his decision-making process, per Trending Politics reporting.
The systematic advancement of Brennan’s allies created what some viewed as a culture of favoritism that undermined merit-based advancement within the agency.
