Governor Greg Abbott directed state lawmakers today to save babies and mothers from abortion in a 30-day special session. Starting July 21, legislators will have the chance to crack down on mail-order abortion pills with the Woman and Child Protection Act. Texas Right to Life, joined by 129 other Pro-Life leaders, urged Abbott to prioritize this issue—a call he answered with today’s announcement.

Roughly 19,000 abortion pills are ordered online and brought to Texas each year. This method is now the biggest threat to preborn babies and mothers. That’s why Texas Right to Life and 129 other Pro-Life leaders urged Governor Abbott to add the Woman and Child Protection Act to the special session agenda.
Now, it’s up to state representatives and senators to follow through.
Governor Abbott’s list includes several conservative bills that failed during the regular session when lawmakers met from January through June. This is the Legislature’s second chance to confront the abortion pill crisis. With only 30 days to act, Senate and House leadership must move the Woman and Child Protection Act quickly, starting on Day 1.
The Woman and Child Protection Act would fight abortion pills by:
- Authorizing Texans to sue activists and businesses that manufacture and send the deadly drugs;
- Allowing women harmed by abortion or their families to bring wrongful death lawsuits; and
- Empowering state-led prosecution through the Office of the Attorney General.
Lawless abortion advocates know that the Woman and Child Protection Act threatens their new business model. They dramatically warned that the policy was “the most alarming anti-abortion bill since Dobbs.” The Woman and Child Protection Act would make Texas the most aggressive state to go after the underground abortion industry, holding lawbreakers accountable for illegal abortions.
“Thank you, Governor Abbott, for fighting for Texas mothers and babies during this special session,” Texas Right to Life President Dr. John Seago remarked. “We cannot ignore the greatest threat to vulnerable Texans today—tens of thousands of abortion pills illegally trafficked into our state.”
Every abortion ends the life of a preborn child and places women in danger. Abortion pills are 22 times more harmful than previous FDA reports suggest, and more than 1 in 10 women who take them require emergency medical care.
Although legislators have a second chance to pass this life-saving bill, they only have 30 days to do it. Abortion advocates will try everything they can to delay this policy.
Texas Right to Life asks every Pro-Life Texan to contact lawmakers so they will quickly pass the Woman and Child Protection Act.
