The same day North Carolina’s Republican US House members signaled their support for President Trump’s “One Big Beautiful Bill,” Democrat Gov. Josh Stein fired off a letter urging them to vote no.
“This legislation is being rushed through at a time when many North Carolinians…[sic] are worried about feeding their families, being able to continue seeing their doctor, or keeping their jobs,” said Stein, in a press release accompanying the letter. “This reconciliation bill would undo decades of bipartisan progress and harm the health, well-being, and economic security of people, families, and communities in our state. I urge you to oppose the bill.”
Stein zeroed in on three key areas also highlighted by Democrats in Washington, cuts to Medicaid, the Supplemental Nutrition Assistance Program (SNAP), and green energy tax credits.
Medicaid
Stein warned the plan could strip health insurance from many North Carolinians, including all 670,000 covered under the 2023 Medicaid expansion passed by the Republican-led legislature, along with potentially hundreds of thousands more on other plans.
“Medicaid now provides critical health insurance to more than one in four North Carolinians,” said Stein. “The Senate bill includes deep cuts to North Carolina’s Medicaid program, with North Carolina set to lose $39.9 billion in Medicaid funding over the next decade.”
The governor also warned that the legislation threatens rural hospitals, a concern echoed over the weekend by US Sen. Thom Tillis, R-North Carolina. Tillis’ comments put him at odds with President Trump and came just before he announced he would not seek re-election in 2026.
SNAP
Stein described SNAP as a vital food-assistance program for over 1.4 million North Carolinians utilizing the fully funded federal plan.
“North Carolina’s latest payment error rate of 10.2% would put our state in the highest bracket of cost share (15%), requiring our state to pay a staggering $420 million annually under the Senate plan,” wrote Stein. “If North Carolina cannot pay that share, we could be forced to end our SNAP program entirely.”
GREEN ENERGY TAX CREDITS
Stein warns that North Carolina could lose 45,000 clean energy technology jobs if the legislation passes in Washington, a blow he says would shrink the state’s economy and reduce GDP by $67 billion over the next decade.
“The removal of tax credits for wind and solar energy will make electricity in North Carolina as much as 18% more expensive, increasing the average family’s electricity bill by up to $275 each year,” said Stein. “At a time when demand for electricity to serve new manufacturing, population growth, and data centers is exploding, the Senate’s proposal to remove tax credits that support the fastest and cheapest energy generation deployment is untenable.”
