Former FBI Director Referred for Criminal Prosecution Related to 2020 Voter Fraud

Declassified FBI emails released on Tuesday by Senator Chuck Grassley (R-IA) show how two senior executive women at the FBI worked to bury reports of a Chinese government plot to steal tens of thousands of votes for Joe Biden in the 2020 election, because they would contradict FBI Director Christopher Wray’s testimony before Congress.

According to comments by FBI personnel in these redacted emails, Nikki Floris, then the head of the FBI’s Counterintelligence Division and Tonya Ugoretz, then the deputy head of the FBI’s Cyber Division worked to bury the FBI’s Albany Field Office Intelligence Information Report (IIR) on the Chinese government’s fabrication of US driver’s licenses for use by illegal voters. Both womens’ careers have only advanced within the FBI since.

A Confidential Human Source (CHS) informed FBI investigators in Albany that US Citizen data harvested from TikTok was being used to create these fake IDs, to enable illegal voters to use those real details on mail-in ballots to vote for Joe Biden.

The CHS’ information was coherent with open source reports in July 2020 from the US Customs and Border Protection (CBP) that “fraudulent driver’s licenses … continue to be found by CBP officers” at Chicago O’Hare International Airport. Between January and June of 2020, CBP said its officers had “seized 1,513 shipments with fraudulent documents — a total of 19,888 counterfeit US drivers’ licenses [and] the majority of these shipments were arriving from China and Hong Kong, with other seized shipments arriving from Great Britain and South Korea.”

Last Thursday, the Oversight Project referred Wray for criminal prosecution, alleging that he lied to Congress about voter fraud, and gave false testimony regarding the agency’s targeting of Catholics.

Below is a transcript I made of the 47 pages of declassified FBI emails released by Senator Grassley. I transcribed them, because the original PDF is copyguarded and this text needs to be crawled by Google, etc.

A strange claim in these emails from a sub-source of this same FBI informant that is not being talked about very much is that, “The Chinese Government had underground bases in Republican states to disperse Coronavirus.”

The threat of TikTok to US National Security and 3. China importing US Driver’s licenses) were all documented in some fashion on open sources. Hi everyone,

I spoke with [REDACTED] earlier in case he receives inquiries from operational components at HQ, but to make sure others involved in this IIR are also in the loop, I received a call from two SIAs [Senior Intelligence Analysts] at FBIHQ/CD [FBI Headquarters Counterintelligence Division] who indicated the IIR was getting highlighted within CD and they had a few questions. I was initially concerned we may have missed some level of required coordination because of the sensitive topic, but that was not the case; the IIR was coordinated and disseminated in textbook fashion. Thought not required, they did request if we get further Information about the election, we give them advance notice of our intention to disseminate an IIR. That’s easy, and [REDACTED] or I can handle that.

They also provided their initial assessment of the info if you’re interested – they haven’t verified the alleged activity is occurring through other collection platforms, and believe it could be part of the PRC’s disinformation campaign toward the election.

Something in the IIR process is definitely going well if we receive a call within a few hours from HQ about one of our IIRs. Nicely done!

(U) I’m not trying to be a pain on this, but after taking some time thinking this over I just want to voice my opinion and concerns on this issue and make it clear I do not agree with the reasoning for not putting this out.

([REDACTED]) Regarding the below, I’m not satisfied with the reasoning of needing a new 1032 and HQ review these things are everyday operational and administrative requirements. Most concerning to me, is stating the reporting would contradict Director Wra’s testimony. I found this troubling, because it implied to me that one of the reasons we aren’t putting this out is for a political reason, which goes directly against our organizations mission to remain apolitical and simply state what we know. Likewise, at the field operational level, I do not feel it is our job to assess whether or not our intelligence aligns with the Director, rather we provide intelligence for people way above pay grade (like the director) to make the call of what the FBI is seeing as a whole.

([REDACTED]) I do agree that we have an obligation to not put out reckless information where we know something to be false or will cause undue harm. However, we are also not in a sole position to determine a reporting’s validity, as we only make up one USIC agency, and an incredibly small fraction fall USIC, and other FBI Sources that could report on this matter. While it’s entirely possible that our CHS’ sub-source did not get this information from a PRC government source, it’s also entirely possible that he did – (as just like in our own government) it is plausible that a [REDACTED] would have a source within the government.

([REDACTED]) Recognizing the unidentified PRCG officials and plausibility of the information and that recipients would not have access to the MATCH section, I elected to include the following context statement:

“([REDACTED]) The acquisition of the source’s information passed through a source who claimed contact with unidentified PRC government officials, leaving the veracity of information questionable but is being reported due to the nature of the threat being discussed.”

(U//FOUO) Per the IIR PIG, “The dissemination threshold is lower for threat reporting. Concerns regarding the source’s reliability should be articulated in the source byline, source context statement, and motivation, access, timeliness, corroboration, and history (MATCH) questions. This allows each recipient to independently determine whether to take action on a given threat. Samplecontext statements include the following”

‘(U//FOUO) The veracity of this source’s information is seriously doubted but is being reported here because of the nature of the threat discussed.’

(U//FOUO) I believe this allowed the release of the potentially important intelligence, while also highlighting our lower confidence in the information. However this statement was requested to be reworded prior to release, to “The source obtained the information from an identified sub-source who claimed contact with unidentified PRC government officials.”

(U//FOUO) Overall, if we want to have disagreement about meeting the elements of DRAIN, I’m completely okay with that. My concern is that I think it gets dangerous if we cite potential political implications as reasons for not putting out our information. Further, I think we are starting to drift too far into being sole decider for the USIC regarding when information we gather is, or is not valid, or of interest to the intelligence community because it takes away the crucial opportunity from the rest of the USIC to potentially corroborate or discredit our intelligence. I think that when should at least draft and submit the IIR to FBIHQ to review, and if they decide that they eat to cancel it, let that be their burden.

(U) Again, I obviously don’t make decisions, and I’m not sure if FBIHQ has provided you all with additional reasoning of why they told us to recall the IIR, but I just wanted to express my concerns.

I recently became aware of an IIR your wrote because I was assigned a lead from HQ to coordinate with CBP on the fraudulent drivers licenses found at Chicago O’Hare. I am writing an intel note on the election and I would like to include a bullet with information from your IIR. Below is the bullet. I wanted to de-conflict and see if you had an issues with me using the bullet.

• ([REDACTED]) According to a human source with indirect access and whose reliability is unknown, in late August 2020, the Chinese government produced a large amount of fraudulent US drivers licenses that were secretly exported to the United States which would allow tens of thousands of Chinese students and immigrants sympathetic to the Chinese Communist Party to vote for US Presidential Candidate USPER Joe Biden, despite not being eligible to vote in the United States. China had collected private user data from millions of TikTok accounts, to include name, ID, and address, which would allow the Chinese government to use real US persons’ information to create the fraudulent driver’s licenses. The fraudulent driver’s licenses were to include true ID number and true address of US citizens, making them difficult to detect. China planned to use the fraudulent driver’s licenses to account for tens of thousands of mail-in votes[i]. According to a CBP press release, the fraudulent driver’s licenses were seized at Chicago O’Hare International Airport’s international mail facility and the driver’s licenses were for various states[ii].

I spoke with [REDACTED] earlier in case he receives inquiries from operational components at HQ, but to make sure others involved in this IIR are also in the loop, I received a call from two SIAs at FBIHQ/CD who indicated the IIR was getting highlighted within CD and they had a few questions. I was initially concerned we may have missed some level of required coordination because of the sensitive topic, but that was not the case; the IIR was coordinated and disseminated in textbook fashion. Thought not required, they did request if we get further Information about the election, we give them advance notice of our intention to disseminate an IIR. That’s easy, and [REDACTED] or I can handle that.

Something in the IIR process is definitely going well if we receive a call within a few hours from HQ about one of our IIRs. Nicely done!
