The Department of Homeland Security announced on Wednesday that an illegal immigrant child sex offender was arrested after dragging a U.S. Immigration and Customs Enforcement (ICE) agent 50 yards with his car in Minnesota while trying to avoid being arrested.
In a Wednesday press release, the Department of Homeland Security confirmed that Roberto Carlos Munoz-Guatemala, a “serial criminal illegal alien,” was arrested after dragging an ICE officer 50 yards with his vehicle in Bloomington, Minnesota.
“During a traffic stop, Munoz-Guatemala refused to exit his vehicle,” the press release stated. “He tried to flee law enforcement and put his car in drive while the ICE officer still had his arm inside the vehicle, dragging the officer approximately 50 yards.”
In a press release, the U.S. Attorney’s Office for the District of Minnesota explained that Munoz “repeatedly refused to comply with commands” to lower his vehicle’s windows and open the door when law enforcement officers pulled Munoz over for a traffic stop on Tuesday. Eventually, an Enforcement and Removal Operations officer used a “spring-loaded window punch” to break through the rear window of the car.
When the officer reached his arm into the vehicle to unlock it, Munoz proceeded to drive onto the curb and “accelerated at a high rate of speed” while the officer’s arm remained caught in the car, according to the U.S. attorney’s office.

“As Munoz drove, the ERO Officer was dragged in the moving vehicle. The ERO Officer twice fired his taser at Munoz to get him to stop. Munoz was undeterred. He continued driving away as the ERO Officer screamed,” the press release stated. “With the ERO Officer’s arm caught in the broken window and the ERO Officer being dragged along the road, Munoz began weaving back and forth, in an apparent attempt to shake the ERO Officer from the car.”
According to the press release, the officer’s arm was finally freed after Munoz left the curb and drove back onto the street. The U.S. attorney’s office noted that the officer was hospitalized for his injuries, which included abrasions to his face, knee, and elbows, a “significant cut to his right arm that required 20 stitches to close,” and a “significant cut to his left hand that required 13 stitches.”
Assistant Secretary of Homeland Security Tricia McLaughlin explained that Munoz has been committing “violent crimes” as an illegal immigrant in the U.S. for almost 15 years. McLaughlin said Munoz is a convicted child sex offender who has also been arrested on charges of domestic assault and various driving offenses.
