Notably, the firestorm began in April when White Coat Waste Project uncovered a renewed $10 million contract between the Department of Defense (via DARPA and the Department of the Navy) and the University of Pittsburgh for gruesome “cat constipation experiments.” According to FOIA documents and federal records, the experiments involved shoving marbles into cats’ rectums and electro-shocking them to induce bowel movements—torture disguised as taxpayer-funded science.

Laura Loomer amplified the revelations on social media and on her investigative program Loomer Unleashed on Rumble, which aired interviews with WCW’s Senior Vice President Justin Goodman. On the show, Loomer displayed screenshots from federal contracting portals confirming the contract’s renewal through 2027.
Public Outrage, Political Pressure
Fortunately, the revelations quickly went viral. Elon Musk, owner of X (formerly Twitter) and head of the Department of Government Efficiency (DOGE), responded directly to Loomer’s post:
“@DOGE will investigate,” he posted, referring to the federal oversight body tasked by President Trump with rooting out bureaucratic waste.
Furthermore, in a follow-up post, Musk added:
“Will ask @DOGE to put an end to animal cruelty.”
The Department of Defense’s Rapid Response account confirmed on May 17:
“This is canceled. All waste at DOD is being removed.”
But the biggest confirmation came directly from the top. On May 28, Laura Loomer announced that she had been personally contacted by Secretary Phelan’s office, crediting her reporting and White Coat Waste’s investigation with directly influencing the decision.
“We exposed animal testing contracts at the Department of Defense,” Loomer posted, “and @PeteHegseth and Secretary Phelan took immediate action to end these cruel and abusive taxpayer-funded experiments on innocent animals.”
That same day, The Gateway Pundit published a feature story confirming that the Navy’s decision following WCW’s campaign and Loomer’s reporting. Additionally, the article included the official video of Phelan’s announcement and gave public credit to both WCW and Loomer.
