A prominent labor union with ties to Democratic political campaigns has placed a convicted sex offender in a senior leadership position.
The controversial hiring decision has drawn sharp criticism from watchdog organizations and highlights potential gaps in background screening procedures for union leadership positions.
The Service Employees International Union Local 87, based in San Francisco, reportedly employed Noelia Linares as a business agent in October 2022.
Linares had previously served jail time following her conviction on charges related to child sexual abuse at a California high school.
Court documents reveal that Linares entered a “no contest” plea in 2018 to multiple sex crimes involving minors.
The charges originated from her 2017 arrest while working as a teaching assistant for bilingual students at South San Francisco High School.
The legal proceedings stretched over several months as prosecutors and defense attorneys negotiated the terms of her plea agreement.
Authorities initially charged Linares with unlawful sexual intercourse with a minor, showing pornography to a minor, and several additional crimes connected to her interactions with four alleged victims at the educational facility.
Law enforcement officials conducted a thorough investigation into the allegations before filing formal charges against the former educator.
Prosecutors ultimately dropped six charges against Linares as part of a plea agreement, according to an exclusive report from the Daily Caller.
She was convicted on two remaining charges: sexual penetration by foreign object, classified as a felony, and child molesting, a misdemeanor offense.
The former school employee received a sentence of one year in jail and nearly three years of probation.
Her probation period concluded in May 2021, according to official court records.
Sex offender registry documentation confirms that SEIU Local 87 hired Linares approximately 17 months after her probation ended.
As a business agent, she holds authority to represent the union in collective bargaining negotiations with employers and handle other significant union matters.
The position carries substantial responsibility within the organization’s hierarchy and involves direct interaction with union members across various industries.
The American Accountability Foundation obtained information about Linares through public records requests as part of their ongoing research into labor union practices.
Foundation President Tom Jones characterized the hiring decision as evidence of the union’s extremist direction and questioned the organization’s commitment to protecting vulnerable populations.
“The SEIU’s decision to hire a sex offender to leadership shows just how extreme the union has become,” Jones stated.
The Daily Caller reported that he described the hiring choice as “a window into the union’s true priorities.”
The outlet further noted that SEIU Local 87 President Olga Miranda and Linares did not respond to multiple attempts to reach them for comment through phone calls and emails.
Local news outlets initially covered Linares’ arrest at the high school in 2017.
The Service Employees International Union operates as a national organization that regularly supports Democratic political campaigns and assists migrant workers in avoiding deportation proceedings.
The union has historically invested millions of dollars in supporting Democratic candidates, including former President Barack Obama.
SEIU’s political activities extend beyond campaign contributions to include grassroots organizing and advocacy efforts on behalf of progressive causes.
During the 2024 election cycle, SEIU collaborated with other labor organizations on voter outreach efforts in swing states.
These activities appeared designed to benefit former Vice President Kamala Harris’ unsuccessful presidential campaign.
The union deployed significant resources and personnel to mobilize voters in key battleground states during the months leading up to the election.
SEIU Local 87 has maintained vocal opposition to deportation operations throughout President Donald Trump’s administration.
In January, the local chapter advised its members about their “rights” in response to Immigration and Customs Enforcement sweeps.
The union has consistently positioned itself as a defender of immigrant workers and has organized legal workshops and know-your-rights sessions for members facing potential deportation.
The union chapter held a rally shortly after Trump’s return to office, defending San Francisco’s sanctuary city policy that prohibits local officials from assisting ICE in deportation efforts.
Linares participated in anti-Trump demonstrations in San Francisco alongside other SEIU Local 87 leadership, according to The San Francisco Standard.
SEIU chapters actively promote what the organization terms LGBTQ workers’ rights, publishing guidance on “creating a trans inclusive workplace” and representing staff from progressive advocacy organizations like the Human Rights Campaign, the Daily Caller added.
Jones criticized the union’s priorities, suggesting the organization protects problematic individuals while promoting progressive causes.
“While bankrolling radical left-wing causes and preaching ‘progressive values,’ they protect abusers,” he said.
The American Accountability Foundation president drew connections between the hiring decision and the union’s political activities.
“Nothing is beyond the pale for the SEIU, even molesting kids, as long as you support illegal immigration and are willing to protest the Republican president,” Jones told reporters.
Jones called for consequences regarding the controversial hiring decision.
“The SEIU should be outright condemned for this and forced to clean house,” he stated.
