Planned Parenthood in Antioch, California, failed at least two health inspections. The most serious problem identified was the presence of untrained staff performing ultrasounds and providing other medical care.
Failed Inspections
Also, according to the inspection reports, the facility wasn’t officially licensed.
In addition, clinic protocols on administering medications didn’t include supervision by a doctor.
The reports revealed the following problems with staff:
Unlicensed and untrained staff were seeing patients and giving medical care.
Employees were counseling patients, giving medical advice, examining patients, and obtaining informed consent, even though they were not qualified to do so.

The staff member who performed vaginal ultrasounds was untrained and unqualified, possessed only a high school diploma with one medical assistant class.
According to the report, “the performance of a transvaginal ultrasound is an invasive procedure which could potentially result in patient injury and poor-quality ultrasound images.”
The medical director admitted that the only requirement in hiring an ultrasound technician was a high school diploma.
The head of ultrasound training wasn’t a certified ultrasound technician and had no training beyond his instructions at the clinic.
According to the medical director, all 20 clinics she supervised employed untrained ultrasound technicians who were merely certified as medical assistants.
The director stated she felt medical assistants were qualified to perform ultrasounds, but was unable to give an example of a health care facility, other than her clinics, where they were doing so.
So, in over 20 Planned Parenthood facilities, untrained staff were doing vaginal ultrasounds. The director insisted this was perfectly fine. Inspectors strongly disagreed and failed the facility.
Unfortunately, it doesn’t seem like they followed up with any of the other Planned Parenthood locations that were doing the same thing.
But untrained staff is a serious problem at Planned Parenthood.

The Complication
The reports also revealed the following incident:
A woman suffered a severe complication, and the clinic failed to cooperate with investigators regarding the incident. Surveyors were turned away twice and not permitted to inspect the facility.
Clinic staff refused to allow inspectors access to the patient records, refused to allow inspectors entry into the facility, and when they did allow investigators access to electronic records, refused to let them make copies or take notes.
The patient had an abortion and was sent home. She later began bleeding heavily and passed large clots, one of which was the size of a baseball. She passed out and was taken to the hospital.
The patient later said, “I could have died.” She needed surgery and a blood transfusion. Two units of blood were given.
The nurse who gave the patient medications wasn’t licensed to do so and failed to follow protocol as to what medications to give her. She gave the patient three extra medications.
