President Donald Trump is launching a renewed push to overhaul how the U.S. conducts its national census, calling for a complete revision that would remove illegal immigrants from the population count.
The announcement, made Thursday on Truth Social, signals a dramatic shift in how future representation and federal funding could be calculated.
“I have instructed our Department of Commerce to immediately begin work on a new and highly accurate CENSUS based on modern day facts and figures,” Trump wrote. “People who are in our Country illegally WILL NOT BE COUNTED IN THE CENSUS.”
The move is widely viewed as part of a larger Republican effort to reshape the political map ahead of the 2026 midterm elections, The Hill reports.
Trump has urged GOP-led states—particularly Texas—to adopt aggressive redistricting tactics that, he says, would yield the party at least five additional House seats.
“The GOP is entitled to it,” Trump argued, claiming that Democratic districts have been unfairly inflated through the inclusion of illegal immigrants in previous population counts.
White House Deputy Chief of Staff Stephen Miller backed Trump’s proposal in a Fox News interview, arguing that Democratic control of the House is inflated by the inclusion of illegal immigrants in past census counts.
“Twenty to 30 House Democrat seats simply wouldn’t exist if illegal aliens weren’t counted,” Miller stated, emphasizing that the 2020 census was manipulated by Democrats to boost their power in Congress.
He also highlighted that the Trump administration’s lawful effort to exclude illegal immigrants was unfairly blocked by the Supreme Court and later overturned by the Biden administration.
The decennial census, mandated by the Constitution, plays a crucial role in shaping congressional districts and distributing billions in federal funding.
Traditionally, it counts every person living in the U.S.—regardless of immigration status. Trump’s proposed overhaul challenges that longstanding approach by pushing for a citizenship-based headcount.
Supporters argue that including illegal immigrants in the census undermines representative democracy by giving disproportionate influence to districts with large illegal immigrant populations.
Republicans say this practice unfairly benefits Democrats, who tend to represent more immigrant-heavy urban areas, without a corresponding increase in eligible voters.
“This is about fairness,” Miller said in June, adding that Trump’s second term would “clean up the census” and ensure that only U.S. citizens are included in determining representation and Electoral College votes, per Townhall.
According to the U.S. Census Bureau, the purpose of the count is to determine how resources and political power are allocated across the nation.
“The census tells us who we are and where we are going as a nation and helps our communities determine where to build everything from schools to supermarkets,” the agency says.
Critics warn that altering this foundational process could lead to underrepresentation and reduced funding for entire regions.
While legal challenges are expected, Trump’s supporters see the move as a bold correction to what they view as a long-standing imbalance in political power, according to The Hill.
The decision fits squarely within Trump’s broader platform of restoring “America First” principles and prioritizing citizens over illegal immigrants in matters of governance.
“This is just the beginning,” Trump posted. “America belongs to its people—not those who break our laws to get here.”
