Democrats are going to spend $20 million and deploy 30,000 volunteers to counter the Texas Legislature’s effort to redraw the state’s congressional districts. President Trump hopes the mid-decade redistricting will help Republicans gain five new seats in the House of Representatives during the 2026 midterm elections.
The two efforts will be led by the Democratic National Committee and the House Majority PAC, which works to elect Democrats to the House of Representatives.
“The DNC is all hands on deck to hold Donald Trump and Greg Abbott accountable for their scheme to use the tragic Texas floods as cover to redraw the Texas maps in a last-ditch effort to save the Republican majority,” DNC Chair Ken Martin said in a statement. “Republicans know that the only way they hold onto the majority is by rigging the system but it won’t work.”
The Lone Star Fund
The House Majority PAC announced it will raise $20 million to recruit and support candidates for the newly drawn districts. The money will fund outreach to Hispanic voters, advertisements, voter registration and mobilization efforts.
“Even the most extreme GOP gerrymanders won’t protect vulnerable Republicans from their toxic record of cutting health care, raising costs for working families, and shielding the elite and pedophiles,” the Majority PAC said in its announcement.
According to the PAC, the advertisements will include digital, streaming services, broadcast, and direct mail to reach what it describes as “low information voters.”
Hispanic voters could be decisive in the 2026 midterms. According to exit polls, Donald Trump increased his share of the Latino vote in Texas from 41% in 2020 to 55% in 2024.
A new poll from The Wall Street Journal found that Democrats are underwater in terms of their favorability rating. According to the survey, 63% of voters view Democrats unfavorably while 33% view the party favorably.
DNC volunteers
The Democratic National Committee said it will deploy 30,000 volunteers to contact what it described as persuadable Republicans and independents. They are hoping to convince them that Republican lawmakers are disenfranchising voters.
The DNC said it will use its data and analytics team to identify Republicans they think they can persuade.
“Instead of focusing on flood relief, Texas Republicans are focused on rigging the map in a last ditch effort to hold their House majority,” the DNC said in its announcement.
So far, they have sent more than 250,000 text messages telling Texans to show up to hearings on redistricting. They are urging the state’s residents to call their representatives and submit public comments against the new maps.
A controversial mid-decade redraw
The Texas Legislature began a special session last week to draw a new congressional map that’s more favorable to Republicans.
It’s very controversial and, according to a new poll, unpopular. The left-leaning Z to A Research found that 63% of Texas voters, including 41% of Republicans, view the redistricting as unnecessary. The firm also found the effort could cost Republicans seven points in competitive districts.
As a result of the effort, Democratic states, including California, are considering redrawing their own maps to offset Republican gains in Texas.
