Texas Senator Ted Cruz dismissed conspiracy theories surrounding weather modification, saying there is “zero evidence” to support claims that the government or any secret source within it is manipulating the weather.
The failed presidential candidate opposed a proposed bill by Georgia Rep. Marjorie Taylor Greene, which aimed to ban atmospheric interventions — a move rooted in long-debunked “chemtrail” theories.
Texas Flooding

At least 104 people are dead, and dozens more are still missing after a horrific flood in Texas. Camp Mystic confirmed that at least 27 campers and counselors died when the Guadalupe River rose more than 20 feet in under two hours on July 4.
The flood hit an all-girls summer camp in Kerr County hard. Search teams are still looking for several missing children.
Sen. Cruz told reporters that “in hindsight,” he would have evacuated the flood zones.
“If we could go back and do it again, we would evacuate,” he added.
Weather Manipulation

Greene introduced a bill intended to block any government or private effort to “modify or alter the weather,” directly referencing “geoengineering” and “atmospheric interventions.”
“To the best of my knowledge, there is zero evidence of anything related to anything like weather modification. Look, the internet can be a strange place,” Cruz said at a press conference. “People can come up with all sorts of crazy theories.”
He referenced the multiple natural disasters Texas has faced every year, including flooding, hurricanes, cold freezes, and wildfires. The senator also praised the heroism shown by community members and first responders each time, including over the weekend.
When asked about cuts to the NWS and their potential impact on the disaster, Cruz said what was predictable was “some people engaging in partisan games” and seeking to blame the other party for whatever disaster has unfolded.
Flooding Aftermath

When asked at the same press conference if there had been any discussion on whether to evacuate the area before the floods, the Kerrville city manager, Dalton Rice, explained, “What we don’t want to do is cry wolf. We want to make sure we activate it at the right time. So, even when he had first responded on the ground at 3:30 a.m. in the morning, we had reports; we had first responders being swept away while actually responding to the first areas of rainfall. That’s how quick it happened.”
Atmospheric scientist Matthew Cappucci also responded to Greene’s proposed bill by saying, “It’s not a political statement for me as a Harvard-degreed atmospheric scientist to say that elected representative Marjorie Taylor Greene doesn’t know what the h— she’s talking about. She’d be equally qualified to fly a Boeing-737, practice nuclear medicine or train zebras.”
Greene’s Weather Bill

Greene’s bill has a cosponsor, Tennessee Representative Tim Burchett, but it has not yet been introduced in the House of Representatives.
Whether Greene drums up any additional support for her bill to pass in the House of Representatives remains to be seen.
