The state’s unemployment insurance (UI) system provides temporary financial assistance to eligible workers who are unemployed through no fault of their own, with weekly benefits ranging from $40 to $450 based on prior earnings over an 18-month base period. To qualify, individuals must have a Social Security number, be authorized to work in the U.S., have earned sufficient wages (at least $1,300 in the highest-paid quarter or $900 with 1.25 times that amount over the base period), be physically able to work, actively seeking work, and ready to accept work immediately.
The UI system is under strain, with a projected $2 billion annual deficit for the next five years and a $20 billion federal loan debt, described as “broken” due to chronic underfunding and a low taxable wage base of $7,000 per employee, far below other states. This results in low benefits, with the minimum $40 weekly payment among the nation’s lowest, insufficient to cover basic needs like rent in high-cost areas. Fraud during the COVID-19 period, including significant improper payments, has further strained the system. The California Training Benefits program allows eligible individuals to continue receiving benefits while attending approved training.
