According to Senator Scott Wiener (D-San Francisco), “California must strongly reject Trump’s disgusting efforts to distract from his own incompetent failures by demonizing our transgender neighbors. The President is attempting to eliminate trans people’s very existence in the eyes of the law, and he has made clear he is willing to violate laws and norms to target them. We must do all we can to prevent him, his lawless administration, and his cruel extremist allies from abusing Californians’ sensitive medical information.”
What on earth is Sen. Wiener talking about?

According to Sen. Wiener, the Trump Administration is targeting transgender persons, threatening arrest, threatening to cut off access to transgender medical care, and “gender affirming care and surgeries,” and shun them publicly. Sen. Wiener claims the Trump Administration also threatens transgender persons’ families, and medical care providers.
In 2022, Sen. Wiener celebrated passage of his bill, SB 107 to erode parents’ rights by allowing minor children to travel to California for trans procedures, puberty blockers (chemical castration), known as “gender-affirming health care.” SB 107 allows non-parent adults to bring minor children to California for experimental and damaging transgender medical interventions, without the knowledge or consent of their parents.
Never addressed were the “de-transitioner” warnings and experiences of trauma, regret, and often normal issues of confused teenagers. The New York Post did an in-depth report on this important aspect of regret, in which they identified many young people seeking to transition, but are doing so without a proper mental-health evaluation.
So California became a destination state for “transgender” procedures for minors.
Sen. Wiener’s latest bill, Senate Bill 497 is titled “Legally protected health care activity.”
Who doesn’t want “Legally protected health care activity?”
But Senator Wiener isn’t being honest. His bill seeks to further isolate California from other states’ efforts to uphold laws protecting minors by restricting how prescription drug information can be shared – specifically, transgender drugs.
Sen. Wiener’s bill prohibits California agencies, officials, and healthcare providers from sharing any information from the Controlled Substance Utilization Review and Evaluation System (CURES), California’s prescription drug monitoring program which mandates providers to check the Controlled Substance Utilization Review and Evaluation System prior to prescribing, ordering, administering, or furnishing a Schedule II–IV controlled substance – such as testosterone.
Puberty blockers and cross-sex hormones often amount to chemical castration for young children.
Concerned Women for America oppose Sen. Wiener’s SB 497. This is their statement in the Assembly Public Safety Committee bill analysis:
“Preventing disclosure of information about these experimental procedures prevents holding providers accountable and directly undermines legitimate concerns for child welfare. This bill also undermines the rule of law that shields harmful medical interventions from scrutiny.
“SB 497 advances the gender ideology but does nothing to protect children. This bill is in direct opposition and contradiction of multiple European countries and over 20 states that have banned medical transition for minors. There is no science to trust and children should not be in the hands of medical experimenters to further a specific ideology and agenda.”
The California Family Council also opposes SB 497:
SB 497 rewrites the use of CURES, turning a vital tool for public health and safety into a shield for controversial and often irreversible transgender procedures, even for minors.
CFC opposes SB 497 because it severely undermines the rule of law by blocking legitimate investigations by other states and denies due respect to the U.S. Constitution’s Full Faith and Credit Clause. Furthermore, the bill protects dangerous medical practices—including the prescription of cross-sex hormones and puberty blockers to children—by concealing them from oversight. Instead of using CURES to safeguard patients and prevent the abuse of powerful drugs, SB 497 hijacks the system to promote harmful gender ideology, eliminate parental rights, and hide the truth about what is happening to vulnerable young people.
Sen. Wiener claims:
“Senate Bill 497 recognizes California’s role in prioritizing the safety of those seeking gender affirming health care by:
1) Requiring warrants for law enforcement requests through the state’s healthcare database;
2) Establishing that accessing and knowingly sharing health data from state database without a warrant to unauthorized parties is punishable as a misdemeanor; and
3) Expanding California’s transgender shield laws to prohibit health care providers from complying with subpoenas requiring the disclosure of medical information related to gender-affirming health care; and
4) Stating intent to protect teachers affirming of trans youth.”
You don’t have to do anything more to understand what Sen. Wiener is trying to do, than read this powerful testimony by Layla Jane, a transgender Detransitioner, in the Assembly Public Safety Committee Tuesday:
“Last time I testified in opposition to this bill, Senator Wiener claimed that what happened to me is rare. That there is a moral panic. That only a microscopic number of children are undergoing gender interventions and that anyone who is saying otherwise is a liar. Look at my chest. I matter. At the age of 12, I was approved for a double mastectomy – and went under the knife a couple weeks after I turned 13.
Listen to my voice. Testosterone did this. My vocal cords are so large that I cannot scream, and have difficulty speaking.
Don’t you dare trivialize what happened to me. And lie to Californians that this is not happening. I am one of thousands and this bill is designed to hide the ever growing number of kids being poisoned, sterilized and maimed.
Young females ages 12 to 17 having their breasts removed increased 13-fold between 2013 and 2020, and continues to increase. The number of children ages 6 to17 placed on puberty blockers and hormones over a five year period more than doubled to 1,400 and 4,200, respectively, and those don’t include my provider, Kaiser, the biggest chop shop on the West Coast. These are not microscopic numbers.
Don’t you blame my parents, who were coerced into consenting because puberty blockers, testosterone and surgeries were the only treatment offered to address my cutting, suicidal ideation, and inability to function. Not one provider explored my autistic traits. Not one stopped to consider if my childhood sexual abuse was the reason I wanted to shed my female body. Not one said your daughter is perfect the way she is – now that would have been the antithesis of hate.
This bill is designed to protect medical providers who harmed me and who are harming other children who run away to this state under SB107, or who violate the safeguarding laws in their states.
All of you should be panicked and ashamed, as you sit in silence or look at me with venom.
Vote No.”
In the Assembly Public Safety Committee hearing Tuesday, Sen. Scott Wiener claimed “fascism is arising in this country” in “immigrant communities” and “transgender communities” in his closing statement.
In 2022 when trying to get his SB 107 passed, Sen. Wiener claimed that “this is an accepted medical practice,” to the Assembly Appropriations Committee. He described the “accepted medical practice” as “Parents allowing their children to have health care.”
A lawyer/mother testified that SB 107 is unconstitutional and violates parental rights by offering protections to non-custodial parents to abscond to California for trans gender treatments. “Every Attorney General in the country should be filing lawsuits against California for sterilizing or experimenting on minors,” she said.
