Reversing Clinton-Era Welfare Expansion
HHS clarified that the previous interpretation of the 1996 welfare reform law—the Personal Responsibility and Work Opportunity Reconciliation Act—had drifted far from its legislative intent. The new policy restores alignment with the original law by cutting off access to illegal immigrants.
