A former senior budget analyst who worked for the Biden administration at the U.S. State Department has pleaded guilty to embezzling more than $650,000 from the agency, the U.S. Attorney’s Office in Washington, D.C., announced.
Levita Almuete Ferrer, 64, admitted to abusing her signature authority over a State Department checking account between March 2022 and April 2024. Ferrer, a Maryland resident, held the position of senior budget analyst in the department’s Office of the Chief of Protocol during the Biden administration.
Prosecutors said Ferrer wrote 60 checks to herself and three to an individual with whom she had a personal relationship. She printed and signed each of the 63 checks before depositing them into her personal bank accounts. The total amount stolen was $657,347.50.
To conceal the embezzlement, Ferrer used QuickBooks. She entered her name as the payee in the system, printed the checks, and then frequently changed the payee information afterward to the name of legitimate State Department vendors. This tactic made it difficult for anyone reviewing the system to identify her as the true recipient of the funds.
Ferrer, who also goes by Levita Brezovic, pleaded guilty on Wednesday to theft of government property. She is scheduled to be sentenced on September 18.
She faces a maximum sentence of 10 years in prison, according to court documents, per the Conservative Brief.
As part of her plea agreement, Ferrer agreed to repay the full amount stolen in restitution to the U.S. government. She is also subject to a forfeiture money judgment for the same amount.
In a separate incident, a bodyguard from Secretary of State Marco Rubio’s security detail was arrested in Brussels after behaving erratically at the Hotel Amigo.
The Diplomatic Security Service (DSS) agent reportedly became enraged when hotel staff refused to reopen the bar after hours. He became physically hostile toward hotel employees, including the night manager, who tried to persuade him to return to his room.
Police were called to the scene and the agent fought with officers before being handcuffed and taken into custody.
He was released later that same day following intervention by the U.S. Embassy in Brussels. Rubio was staying at the hotel later that week during a NATO leaders’ meeting but was not present during the incident.
DSS agents are responsible for protecting U.S. diplomats and diplomatic facilities worldwide, as well as investigating crimes such as passport and visa fraud.
A State Department official told the Washington Examiner that many shift supervisors on Rubio’s detail, including the arrested agent, face overwhelming workloads.
“Shift supervisors have an incomprehensible workload,” the source said, noting their responsibilities include managing agents, scheduling, evaluations, and administrative work, on top of performing shift duties.
The source added that these supervisors often work six to seven days a week and suggested the incident may have been caused by extreme strain on the agent.
A State Department spokesman said the DSS is aware of the allegations involving an employee in Brussels on March 31, 2025, and is examining the matter, but declined to comment on personnel specifics.
Secretary of State Marco Rubio is one of President Donald Trump’s most trusted Cabinet members and holds multiple interim roles including acting national security adviser and acting USAID administrator.
