In a narrow 218-214 vote July 3, the House of Representatives passed President Donald Trump’s sweeping “Big Beautiful Bill,” advancing a centerpiece of his second-term agenda to the Oval Office for signature.
The chamber erupted in applause and chants of “USA” as House Speaker Mike Johnson, R-La., announced the result.
After months of tense negotiations, the legislation passed with every Democrat opposed and just two Republicans — Reps. Thomas Massie of Kentucky and Brian Fitzpatrick of Pennsylvania — breaking ranks.
Speaking on the House floor ahead of the vote, Johnson championed the legislation.
“If you are for a secure border, safer communities, and a strong military, this bill is for you,” he said. “If you are for common sense, fiscal responsibility, and reducing the deficit, this bill is for you.”
“If you are for fair and lower taxes, bigger pay checks, affordable gas and groceries, and restoring dignity to hard work,” he added, “this is the bill for you.”
The Senate passed the measure two days earlier in a dramatic 51-50 vote, with Vice President JD Vance casting the tie-breaking vote.
The bill delivers on several key conservative priorities.
Economically, it permanently extends the 2017 Trump tax cuts and eliminates federal taxes on Social Security benefits and service workers’ tips. According to White House estimates, families could see an average increase of more than $10,000 in annual take-home pay.
In major victories for families, it permanently expands the Child Tax Credit, enshrines a new federal school choice tax credit, and imposes a one-year ban on federal funding to Planned Parenthood. It also allocates $150 billion for border wall construction, immigration enforcement, and deportation operations and another $150 billion for defense.
Just hours before the vote, Democrats waged a last-ditch effort to stall, with House Minority Leader Hakeem Jeffries, D-N.Y., delivering an 8-hour, 44-minute speech — the longest in House history — condemning the legislation as the “one, big ugly bill.”
President Trump is expected to sign the bill at a July 4 ceremony at the White House.
