The South Carolina Department of Public Health has issued the annual abortion report showing abortions occurring in South Carolina declined 63 percent from 2023 to 2024, the first full year that the Fetal Heartbeat and Protection from Abortion Act was enforced.
There were 5,162 fewer abortions in 2024 than in 2023. This is the largest decline in a single year in the number of abortions occurring in South Carolina since abortion was legalized nationally in the lethal 1993 Roe v. Wade U.S. Supreme Court decision. The U.S. Supreme Court reversed Roe in 2022 in the Dobb’s decision that returned regulation of abortion back to the States.
Governor Henry McMaster who signed the Fetal Heartbeat and Protection Act in 2023 [can you link to that email] said Wednesday, “We have dedicated ourselves to protecting life in South Carolina, and now we are seeing the results of our efforts. The significant decline in abortions in South Carolina is a clear indication that the Fetal Heartbeat Act is working – reflecting the values of our state and our commitment to defending the unborn.”

The U.S. Supreme Court last week upheld Governor McMaster’s policy of defunding Planned Parenthood as a “qualified” Medicaid provider because of its involvement in abortion. The DPH report showed the two Planned Parenthood facilities reported 1,394 abortions, nearly half of the total number, in 2024.
Lisa Van Riper, President of South Carolina Citizens for Life, said SCCL “rejoices in these numbers that represent the preservation of the precious little lives. These are out little neighbors who have heartbeats – the most basic manifestation of human life. This represents 5,152 babies saved from abortion and their moms saved from possible physical and psychological trauma associated with the procedure. The Heartbeat Act is foundational to creating a culture of life in which we love both the mother and her unborn child.”
Mrs. Van Riper praised the elected leaders of the SC House and Senate leadership teams and their members for securing passage of the Fetal Heartbeat Act. She said, “This encouraging report again demonstrates that legislation saves lives and that elections have consequences.”
Linda Plummer, Executive Director of the South Carolina Association of Pregnancy Care Centers (SCAPCC), also praised elected leaders. “We are especially proud of the South Carolina General Assembly for taking bold steps to support women and families by beginning to fund pregnancy medical clinics and pregnancy resource centers across the state in 2022,” she said. “Thanks to their leadership, women facing unplanned pregnancies have access to compassionate, life-affirming care, practical support, and medical services at no cost. At SCAPCC, we belief that no woman should ever feel alone or without options during a difficult pregnancy. With continued legislative support and community commitment, we will ensure that help, hope, and resources remain within reach for every woman in South Carolina.
BLACK GENOCIDE CONTINUES AT PLANNED PARENTHOOD
Despite the positive news of unborn babies’ lives saved in South Carolina, the disturbing trend continues of statistically skewed abortions in the black community.
The two South Carolina Planned Parenthood facilities operating in Columbia and Charleston killed the most black babies – continuing the organization’s legacy of genocide. According to Black Demographics (blackdemographics.com), black people make up 26 percent of the
population of South Carolina. The DPH report shows 41 percent of the abortions occurring in South Carolina are black babies. In numbers of reported abortions, 1,270 were black children with Planned Parenthood reporting 721 abortions of back babies. The second highest number was 532 at the Greenville Women’s Clinic. (See Table 8)
Abortion is the most virulent form of racism in our culture.

According to DPH:
- 97.39 percent of the reported abortions occurred at six weeks or less probable gestational age;
- 55 abortions occurred at 7 to 13 weeks;
- 18 abortions at 14-19 weeks;
