PETITION TO CONGRESS
Stop the Release of Open-Source AGI Before It’s Too Late
To: Members of the United States Congress,
The White House Office of Science and Technology Policy,
and the U.S. Department of Homeland Security
We, the undersigned citizens of the United States, are calling on you to take immediate action to protect our nation from one of the gravest technological threats in human history: the open-source release of Artificial General Intelligence (AGI).
AGI is not a smarter version of current AI tools like ChatGPT. It is a superintelligent system capable of reasoning, planning, learning, and acting across domains — independently. Releasing it as “open-source” would place godlike power into the hands of hostile nations, criminal cartels, terrorist networks, rogue hackers, and bad actors around the world.
If open-sourced, AGI would:
-
Exploit zero-day vulnerabilities across critical infrastructure
-
Launch autonomous cyberattacks, financial fraud, and propaganda campaigns
-
Accelerate weapons development and bioterrorism by non-state actors
-
Spread globally within minutes — with no ability to recall, restrict, or contain it
This is not innovation. It is a reckless surrender of human control over a technology that could end civilization as we know it.
We urge Congress to:
-
Immediately ban the open-source release of AGI systems.
-
Create a national and international framework to govern AGI development, including strict licensing, export controls, and enforcement mechanisms.
-
Criminalize the deployment of AGI without alignment, transparency, and federal oversight.
-
Hold any individual or organization criminally responsible for releasing AGI as open-source — and legally liable for any harm it causes.
Congress has a moral and constitutional duty to protect the American people. If you do not act now, the window for preventing irreversible catastrophe may close forever.
We demand that you put national security, human dignity, and global stability ahead of corporate ambition and technological recklessness.
