The North Carolina House gave final approval to a series of wide-ranging policy bills on Tuesday, clearing the way for them to go to Gov. Josh Stein’s desk.
The legislation addresses health-care staffing, education reforms, insurance regulations, EMS workers’ use of pepper spray, and state government oversight, among other issues.
Healthcare Workforce Reforms (HB 67)
House Bill 67 passed unanimously in a 109-0 vote. The bill combined health-care provisions from about 10 different bills. The bill would tackle various health-care issues, including updating the interstate medical licensure compact, preventing surgical smoke exposure for workers, and developing a health-care workforce enhancement program in community colleges.
Education and NIL Changes (HB 378)
House Bill 378 passed in a 111-1 unanimous vote. This bill updates education laws; boosts protections for education savings accounts; allows name, image, and likeness (NIL) agency contracts for student athletes; and exempts NIL deals from public records.
Alena’s Law and Vital Records (HB 537)
House Bill 537 passed in a 108-0 vote. The first part aims to expedite death declarations for missing disaster victims. It enables families to legally declare a loved one dead sooner if they are declared missing following a natural disaster. The second part deals with streamlining administrative processes, vital records, allowing the adoption of birth certificates to come back to the local Register of Deeds in order to be distributed. State Auditor Powers Clarified (HB 549)
House Bill 549 passed in a partisan 69-48 vote. The bill gives the North Carolina State Auditor’s Office more power and independence, allowing the auditor to dig into records of state agencies and groups using state or federal money to check for fraud, waste, or mismanagement.
Department of Insurance Omnibus (HB 737)
House Bill 737 bundles several regulatory updates for the Department of Insurance. This bill updates various insurance laws, removing some licensing requirements, aligning with national standards, revising rebate and referral rules, and adding protections for drivers and renters.
SAFE Act and Second Mortgages (HB 762)
A modernization of the state’s SAFE Act governing mortgage originators, the bill updates North Carolina’s mortgage licensing law and adjusts fees on second mortgages to better match federal standards. The changes are intended to better align North Carolina with federal law.
EMS Personnel Provisions (HB 975)
Finally, HB 975 passed unanimously and would allow EMS workers to carry pepper spray on duty and allow them to give emergency care to injured police or rescue dogs without needing a veterinary license.
All seven bills passed on Tuesday and now await action from the governor.
