The O’Keefe Media Group (OMG) has released another explosive undercover video, this time featuring a senior New York Health Department attorney.
The attorney claims former Governor Andrew Cuomo was coerced into signing nursing home reform legislation through what he described as “blackmail.”
The video emerged at a critical moment in New York City politics, dropping just before the Democratic Mayoral Primary, where Cuomo finds himself in a tight race against socialist candidate Zohran Mamdani.
Jacob Wilkinson, who serves as Senior Counsel for the New York State Health Department, made the stunning allegations during a conversation with an undercover OMG reporter.
His comments shed new light on the circumstances surrounding controversial nursing home legislation passed during Cuomo’s final months in office before his resignation from the governorship.
The health department attorney’s candid remarks suggest that the legislative process during Cuomo’s final months was significantly compromised by external pressures and the governor’s weakened political standing.
These circumstances created an environment where special interest groups could potentially manipulate the legislative agenda to their advantage.
“So there’s a new law that Governor Cuomo signed when he was at the end of his term. When Cuomo was getting that investigation, he didn’t have a lot of political power,” Wilkinson stated in the video.
“His political power went down, right? And so, he was pushed to sign this group of legislation.”
The legislation in question represents a comprehensive package of nursing home reforms that Wilkinson characterized as fundamentally flawed from an implementation standpoint.
He described the measures as a collection of related bills all focused on nursing home operations and oversight.
Wilkinson expressed frustration with the quality of the legislation, revealing significant challenges his department faces in attempting to enforce the new requirements.
“So it’s like several pieces of legislation that are like, all together regarding nursing homes,” he explained.
The senior counsel was particularly critical of how the legislation was drafted, suggesting it was written without proper consideration for practical implementation.
His department’s struggles to enforce the new rules highlight potential gaps between the political motivations behind the legislation and its real-world application.
Wilkinson’s frustrations appear to stem from his department’s ongoing attempts to make sense of poorly constructed legal requirements that may have been designed more for political theater than practical governance.
“This nursing home reform package was written so poorly. We can’t implement it. Like, our Department of Health, we’re trying to implement it. It’s just we can’t do it,” Wilkinson revealed to the undercover reporter.
The undercover reporter directly questioned whether Cuomo had been forced to sign the legislation, to which Wilkinson responded affirmatively.
“Yeah, pretty much,” he confirmed.
The nursing home legislation includes specific financial requirements that facilities must meet regarding patient care spending.
Under the new rules, nursing homes must allocate 70 percent of their revenue toward direct resident care services.
Additionally, the legislation mandates that 40 percent of nursing home revenue be dedicated specifically to “resident-facing care.”
Wilkinson also addressed the sexual misconduct allegations that contributed to Cuomo’s political downfall, suggesting that some accusations lacked credibility.
He pointed to specific instances where he claimed the allegations were contradicted by photographic evidence.
“Some of the allegations are 100 percent fake, because those girls who are like, in the allegations, were sitting on his lap, taking selfies with him,” Wilkinson stated in the video.
When the reporter directly asked whether Cuomo was being blackmailed, Wilkinson confirmed this characterization of the situation.
“He kind of was,” the health department attorney responded.
