A national security watchdog is sounding the alarm over CCP climate influence in the United States, warning that China is quietly shaping U.S. energy policy through a network of nonprofits tied to the Chinese Communist Party. According to a detailed report from State Armor, the Energy Foundation China is central to this effort, coordinating with U.S.-based climate groups to steer policy away from fossil fuels and toward technologies dominated by Chinese supply chains.

The report outlines how this CCP climate influence undermines U.S. energy independence, makes America more vulnerable to geopolitical manipulation, and grants China significant strategic advantages. It also documents how these nonprofits receive funding from major U.S. climate organizations, operate within American universities, and support policies that shift critical infrastructure toward Chinese-controlled technologies.

“It creates a dependence on our side and deprives us of a natural strength,” said Michael Lucci, CEO of State Armor. “This is our energy independence that’s being hollowed out.”

Political Warfare and Energy Control

The State Armor report goes further, arguing that CCP climate influence isn’t just about environmental policy—it’s a form of political warfare. The Energy Foundation China, a nonprofit headquartered in San Francisco, is portrayed as a “central node” in China’s united front strategy, drawing from Leninist principles to build coalitions within foreign nations that advance CCP goals.

The report highlights:

• Alleged ties between Energy Foundation China and the Chinese government’s National Development and Reform Commission.

• Rogue communication devices allegedly embedded in solar panels from China.

• Financial support to U.S. climate groups, including the Rocky Mountain Institute, which produced the widely cited (and controversial) 2023 study linking gas stoves to asthma.

Energy Foundation China reported $84 million in revenue in 2023 alone and is funded by well-known progressive climate backers, including the Hewlett Foundation and ClimateWorks.

Chinese Nationals and U.S. Climate Networks

Key leadership within the Energy Foundation reportedly includes individuals with direct CCP ties:

• CEO Zou Ji, a former official at China’s National Center for Climate Change Strategy.

• Environmental Program Director Xin Liu, formerly of Beijing’s Environmental Protection Bureau.

• VP David Vance Wagner, a former U.S. government official who later worked for China’s Ministry of Environmental Protection and was trained at Tsinghua University in Beijing.

The report outlines that these individuals have access to U.S. policymaking spaces and influence energy transition narratives—benefiting China’s long-term security interests and weakening U.S. geopolitical leverage.

Calls for Investigation

Jason Isaac, CEO of the American Energy Institute, supported State Armor’s conclusions:

“This isn’t progress—it’s dependence.”

Lucci and State Armor have sent a letter to key members of Congress—including Rep. James Comer and Sen. Chuck Grassley—urging oversight and an investigation. They also call on the Department of Justice to investigate the Energy Foundation under the Foreign Agent Registration Act (FARA), which would require disclosures of foreign affiliations and funding sources.

“This is a grave and ongoing threat to our national security,” Lucci warned.
