A recently obtained internal Border Patrol memo is shedding light on a significant shift in immigration enforcement strategies.
The memo, obtained exclusively by Fox News, circulated within the San Diego sector.
It directs agents to release single adults hailing from all but six countries in the Eastern Hemisphere.
These individuals are to be categorized as either “hard” or “very hard” to remove.
One senior Border Patrol official disclosed to Fox’s Bill Melugin that the directive concerning illegal immigrant processing is tailored specifically for the San Diego sector.
This nuanced approach, as explained by the official, is a response to the diverse array of nationalities encountered in that region.
The directive comes on the heels of President Biden’s executive order that was announced Tuesday, which prohibits most illegal immigrants from seeking asylum.
Biden’s order signals a departure from previous approaches, with the President claiming his willingness to bypass Republican resistance by leveraging his executive powers to tackle border challenges head-on.
Texas Governor Greg Aboott has claimed that the order is “accelerating” the number of illegal immigrant crossings, Resist the Mainstream reported.
New instructions outlined in the memo direct agents to handle all single adults originating from the Eastern Hemisphere through “NTA/OR” procedures, indicating Notice to Appear/released on Own Recognizance.
Notably exempted from this protocol are illegal immigrants hailing from Russia, Georgia, Uzbekistan, Tajikistan, Moldova, and Kyrgyzstan, as these places are designated as “mandatory referral” countries.
The official underscored a crucial point: despite being admitted into the United States, these aliens are ineligible to seek asylum and are barred from making such requests.
The rule excludes legal immigrants, unaccompanied children, and individuals identified as “victims of severe forms of trafficking.”
Those who book appointments via the CBP One app at a port of entry are also exempted, welcoming approximately 1,500 individuals daily.
Exceptions are also made for individuals permitted entry “based on the totality of the circumstances, including consideration of significant law enforcement, officer and public safety, urgent humanitarian and public health interests that warrant permitting the noncitizen to enter.”
The Eastern Hemisphere spans over 100 countries, Fox explained, so the vast majority of illegal immigrants traversing into the San Diego sector find themselves predominantly welcomed into the United States.
The Department of Homeland Security (DHS) revealed that while it faces hurdles in deporting individuals from certain Eastern Hemisphere nations, efforts are underway to foster collaboration, notably with China.
The border official underscored that a significant portion of encounters involve individuals from the Eastern Hemisphere, released with a court date due to their home countries’ non-compliance with deportation requests.
They further noted that two-thirds of encounters in the sector involve individuals from more compliant Western Hemisphere nations.
Countries such as Colombia and Ecuador feature prominently among these encounters, with a substantial number of individuals being subject to expedited removal.
The official also disclosed that since the implementation of relevant measures, thousands of illegal immigrants from these Western Hemisphere countries have already been either removed or returned, signaling a proactive approach to immigration enforcement.
They conceded that many migrants from these regions will continue to be released in the San Diego sector until diplomatic agreements are solidified, further stressing the limitations of executive orders in addressing complex immigration issues.
