ORGANIZATIONAL CONTEXT AND PURPOSE
WFP Niger’s Research, Analysis and Monitoring (RAM) unit is responsible for the collection, analysis and management of data and information on food and nutrition security as well as the monitoring and evaluation of WFP’s programme implementation in Niger. The RAM plays a crucial role in informing evidence-based decision making. WFP Niger is looking to recruit a Monitoring and Evaluation Officer (NOB) based in the RAM unit of the Country Office in Niamey, which covers all aspects of monitoring and evaluation.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the general supervision of the Head of the RAM Unit, the Monitoring and Evaluation Officer (NOB) will be responsible for supporting the development and ensuring the implementation of WFP Niger’s monitoring system, in accordance with WFP’s institutional standards, to inform the Country Office’s strategic and programmatic decision-making. Specific key responsibilities include:
- Lead the implementation of WFP Niger’s monitoring and evaluation (M&E) system to (a) ensure that WFP activities are implemented in accordance with WFP standards and SOPs; and (b) measure progress towards the expected results in the framework of the WFP Strategic Plan 2020-2024.
- Contribute to strategic and programmatic decision-making on evidence-based programme design and implementation by ensuring the availability and accessibility of data and information from the M&E system.
- Implement the data collection system on outputs and processes of WFP interventions, including in restricted areas (through external partners and remote data collection), and ensure that it complies with the minimum monitoring requirements (MMR) and the overall WFP logical framework.
- Analyze process and output monitoring data on a monthly basis, produce quarterly monitoring reports, and present these reports to Management and the rest of the Country Office and Sub-offices.
- Support mid-term and thematic reviews for internal learning and strategic and operational decision making.
- Participate in the development and implementation of national and inter-agency M&E frameworks, including within the UNSDCF.
- Provide direct supervision and coaching to at least one M&E staff in the Country Office, technical support to approximately 50 M&E staff in the Sub-Offices, as well as guidance to implementing partners on M&E issues.
- Support sub-office M&E staff through remote coaching and regular support missions, and ensure consistency and harmonisation of monitoring methods, data collection and visit reports.
- Manage contracts (including budget) and technical support to third party monitors contracted by WFP.
- Support the coordination of the RAM unit as a whole (budgets, mission plans, procurement plans etc).
- Other tasks as required.
1. Tools and processes for monitoring WFP Niger process outputs, including collection tools and databases (e.g. COMET) are strengthened and effectively managed.
2. WFP Niger’s Monitoring, Review and Evaluation (MRE) plan is implemented in accordance with institutional standards and the Country Office M&E strategy.
3. Data and information on the implementation of WFP programmes are made available in a regular and timely manner.
4. Coordination with sub-offices on programme monitoring is improved;
5. Direct and indirect supervision of staff is provided and support is provided to external monitoring partners to ensure effective management of available resources and systematic data and information collection.
6. Innovative tools and approaches to further strengthen evidence-based decision making are tested and implemented as appropriate.

STANDARD MINIMUM QUALIFICATIONS
Advanced University degree (Master) in social sciences, statistics, econometrics, development planning, demography, applied computer science or related disciplines. or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.
- Relevant professional experience of at least five (5) years in monitoring and evaluation and/or the design and implementation of humanitarian or development programmes and/or projects.
- Demonstrated and relevant experience in monitoring & evaluation, and in statistical data collection, processing and analysis activities and database management.
- Very good writing and synthesis skills, and ability to present key information orally or in writing to management
- Good knowledge in the fields of monitoring and evaluation and database programming/design.
- Good knowledge of systems and methodologies for collecting and processing quantitative and qualitative survey data.
- Good command of statistical software (SPSS, STATA) and data collection tools (ODK, KOBO).
- Fluency (level C) in French language.
- Intermediate knowledge (level B) in English.

Contract Duration: 1 year (Renewable)
Remuneration: The gross salary for this grade varies from 20.678.000 XOF to 26.007.000 XOF per annum in addition to which you will be granted an allowance for spouse and dependent children under certain conditions.
