A Democrat politician from a swing district in the Lone Star State is facing charges for corruption related to a complex alleged scheme involving bank in the United Mexican States and an energy company in the Republic of Azerbaijan.
Representative Henry Cuellar of Texas, a Democrat, along with his wife, Imelda, have been charged in a federal indictment involving a complex bribery and money laundering scheme.
The charges relate to illicit activities conducted from 2014 to 2021, where the couple allegedly accepted $600,000 from a Mexican bank and an Azerbaijani energy company.
The indictment accuses them of attempting to influence U.S. legislative actions favorable to these foreign entities through sham consulting contracts and shell companies used to launder the funds.
“I want to be clear that both my wife and I are innocent of these allegations,” Representative Cuellar said, as reported by the New York Times. “Everything I have done in Congress has been to serve the people of South Texas.”
“Before I took any action I proactively sought legal advice from the House Ethics Committee, who gave me more than one written opinion, along with an additional opinion from a national law firm,” he added, per the Times.
Representative Cuellar also noted that he had sought and received legal advice from the House Ethics Committee and a national law firm regarding his actions.
Despite the legal challenges, Cuellar has expressed his intent to continue his reelection campaign. Representative Hakeem Jeffries of New York, the minority leader, stated that Cuellar would temporarily step down from his post as the top Democrat on the Homeland Security Appropriations Subcommittee while he addresses the charges.
“Henry Cuellar has admirably devoted his career to public service and is a valued member of the House Democratic Caucus,” Christie Stephenson, a spokeswoman for Representative Jeffries, said, per the New York Times. “Like any American, Congressman Cuellar is entitled to his day in court and the presumption of innocence throughout the legal process.”
Cuellar represents Texas’s 28th congressional district, a position he has held since 2005. Born in Laredo, Texas, on September 19, 1955, Cuellar comes from a family of migrant workers and is one of eight children. He earned a Bachelor’s Degree in Foreign Service at Georgetown University, a Master’s Degree in International Trade at Texas A&M International University, and later obtained a law degree and Ph.D. in Government from the University of Texas at Austin. Before his tenure in Congress, Cuellar served as a member of the Texas House of Representatives from 1987 to 2001 and was appointed as the Secretary of State of Texas by Governor Rick Perry in 2001. Known for his moderate to conservative stance within the Democratic Party, Cuellar has focused much of his political effort on issues such as border security, trade, health care, and veterans’ affairs.
