Iowa’s Fetal Heartbeat Law, which prohibits most abortions after the baby’s heartbeat is detected at 6 weeks, has led to a nearly 60% reduction in abortions in its first year of enforcement.
Gov. Kim Reynolds announced the good news Tuesday, marking a significant victory for pro-life advocates in the state.
“One year after the Fetal Heartbeat Law went into effect, abortions in Iowa are down nearly 60%,” Reynolds said in a statement. “This is a powerful victory for life, and it’s all because Iowans and their representatives stood strong for the rights of the unborn, passing the bill not just once, but twice—and by an increasingly wide margin.”
The law, signed by Reynolds on July 14, 2023, at the Family Leadership Summit, bans most abortions after the unborn baby’s heartbeat is detected, typically around six weeks of pregnancy.

Reynolds, a staunch pro-life advocate, emphasized the state’s commitment to supporting both unborn children and their mothers.
“Today, Iowa’s commitment to mothers and their babies, before and after birth, is stronger than ever,” she said, highlighting initiatives like the MOMS program, which supports crisis pregnancy centers, extended postpartum care for mothers on Medicaid, funding for rural maternal health centers, improved Medicaid rates for complex pregnancies, and paid parental leave for state employees.
“All life is precious and worthy of the protection of our laws,” Reynolds said when signing the bill in 2023. “The Heartbeat Bill is now the law of the land! Despite the abortion industry’s best attempts, Iowa is protecting the most innocent and defenseless lives!”
The legislation’s impact has been profound, with posts on X noting that four of Iowa’s six Planned Parenthood clinics have closed since the law took effect. Pro-life groups have praised the measure, crediting it with saving thousands of lives annually.
“We praise Governor Kim Reynolds, pro-life members of the Iowa legislature, and pro-life leaders across the state,” said Carol Tobias, president of National Right to Life, said at the time of signing. “We also praise our Iowa affiliate, Iowa Right to Life, for their hard work in passing this law which will protect unborn children.”
Reynolds underscored the broader cultural shift the law represents.
“As a pro-life Governor, I am also committed to continuing policies to support women in planning for motherhood, promote the importance of fatherhood, and encourage strong families,” she said in 2023. “Our state and country will be stronger because of it.”
Pro-life advocates see Iowa’s success as a model for other states.
“There is no right more sacred than life, and nothing more worthy of our strongest defense than the innocent unborn,” Reynolds said in 2024, as the law was set to take effect.
As Iowa continues to build what Reynolds calls a “culture of life,” the significant drop in abortions signals a transformative moment for the state’s pro-life movement, with policies aimed at supporting families and protecting the unborn at the forefront.
The heartbeat law includes exceptions for rape, incest, medical emergencies, and fetal abnormalities incompatible with life. Initially passed in 2018, the law faced legal challenges and was blocked until the Iowa Supreme Court upheld it in 2024, allowing enforcement to begin on July 29, 2024.
