Veteran Democratic strategist James Carville is forecasting significant gains for Democrats in the 2026 midterm elections following the House of Representatives’ passage of President Donald Trump’s flagship legislation, which Republicans have dubbed the One Big, Beautiful Bill. Carville, speaking on CNN alongside fellow Democratic strategist Paul Begala, predicted that the controversial measure could become the defining issue of the midterms, leading to a political upheaval for Republicans.

“Every Democrat, regardless of their ideology, ethnicity, or region — we can all rally around this,” Carville said. “We can run on this single issue all the way to 2026. And Paul is right, we’re going to pick up more than 40 House seats, I can tell you.” He went further, describing the potential Republican losses as a “mass extinction event.” Said Carville, “A lot of them are going to be extinct when people go to the polls, voting for this. I promise you. This thing is like 25, 26 points underwater already, and we haven’t even started our education program.”
‘One Big, Beautiful Bill’

The One Big, Beautiful Bill, which Trump has hailed as a major victory for his administration, includes significant cuts to healthcare spending and is projected to add to the national debt. Democrats argue that these provisions will energize voters in competitive districts to reject Republican incumbents. Historically, the party of the sitting president often loses congressional seats in the midterm elections.
Midterm polling

Polling data suggests the Democrats have a slight edge heading into the election cycle. A recent Emerson College survey found that 43 percent of voters favored Democrats on the generic congressional ballot, compared to 40 percent for Republicans. The poll sampled 1,000 registered voters with a margin of error of ±3 percentage points. A Cygnal poll, conducted with 1,500 likely voters, showed a statistical tie at 47 percent for both parties, with a margin of error of ±2.51 percentage points. Republicans had won the 2022 midterm popular vote by 2.7 percentage points, a result considered underwhelming given President Joe Biden’s low approval rating at the time. The GOP gained only nine House seats, compared to Democrats’ 41-seat flip in 2018 when they won by 8.6 points.
The 2026 midterms

House Minority Leader Hakeem Jeffries quickly seized on the legislation as a rallying point for Democrats, posting on X, “Every single swing-seat Republican who voted to gut healthcare must be held accountable in the midterm election.” Republicans, however, argue that the bill reflects their commitment to fiscal responsibility and support for working families. In an opinion piece for The Hill, Representative Richard Hudson of North Carolina, who chairs the National Republican Congressional Committee, defended the legislation and attacked Democrats’ unified opposition. “Every House Democrat voted against this bill,” Hudson wrote. “They rejected relief for working families. They rejected work requirements. They voted to allow illegal immigrants to receive taxpayer-funded healthcare. They rejected common sense. And we will make sure each one of them has to answer for it.” As the 2026 midterms approach, both parties appear ready to make the One Big, Beautiful Bill a centerpiece of their campaigns — Democrats as a symbol of GOP overreach and Republicans as proof of their governing priorities.
