Background: Mayor Muns’ Ties to EPIC

EPIC’s imam, Yasir Qadhi, has been linked to dangerous Islamic rhetoric and terrorists. Plano has allocated $219,000 in grants to EPIC since 2016, including $142,921 on May 9, 2025, despite ongoing state and federal investigations into EPIC’s activities ordered by Governor Greg Abbott and the Department of Justice. Additionally, retired Plano Police Lieutenant Douglas Deaton testified that EPIC operates a 12-year-old Sharia-compliant enclave with 74 homes sold exclusively to Muslims, including a fortified residence overlooking police facilities, raising concerns about the group’s intentions and the erosion of Texas’ cultural foundation.
Texas Muslim Women’s Foundation: A Troubling Proposal
The Texas Muslim Women’s Foundation (TMWF), slated to receive $37,000 from Plano’s City Council on July 28, 2025, has a documented history of aligning with extremist groups.
The CEO of TMWF, with a revenue of 4.67M in 2023, is Mona Kafeel. According to her LinkedIn, Kafeel served as “Senior Advisory Board Member” to the City of Plano from January 2018 to September 2022, specifically, to the Mayor.
This connection could be perceived as a conflict of interest at the worst, and bad optics at the least.
Between 2015 and 2025, the Texas Muslim Women’s Foundation received over $11 million in government funds from the State of Texas, which it has used to support Islamic militants and terrorist sympathizers.
In 2011, the Texas Muslim Women’s Foundation co-promoted an event titled “Uncovering the Zionist Myth” with the Hamas-aligned Students for Justice in Palestine (SJP) and anti-Semitic activist Samir Abed-Rabbo. As the Middle East Forum reported, Abed-Rabbo later appeared to celebrate the October 7, 2023, Hamas massacre in Israel as a “morning of resistance.”


In 2017, the foundation hosted radical imam Omar Suleiman, who has supported convicted Al-Qaeda terrorist Aafia Siddiqui and endorsed Zakir Naik and Ali Al-Tamimi, both linked to international terror networks.
Suleiman has also publicly called for a third Intifada, a violent uprising against Israel, and has promoted ideologues banned in multiple countries for inciting extremism.
The group also partners with the Muslim American Society (MAS), which the U.S. Department of Justice has described as “the overt arm of the Muslim Brotherhood in America.” MAS’s Dallas chapter has praised convicted Hamas operatives and routinely platforms speakers who glorify terrorism and advocate for global Islamic rule.
This proposed funding raises serious questions about the use of taxpayer dollars to support radical agendas.
These associations aren’t incidental; they reflect a pattern. TMWF has used public funds not to promote genuine civic engagement or women’s empowerment, but to normalize extremists who glorify terror, incite hatred against Jews, and undermine American values.

A separate 2021 report notes $63,625 in contributions, $7,200 from likely Muslim donors, and a doubled loan of $40,000. A $5,000 donation from American United PAC, a Democratic-aligned group that has supported radical candidates like Rashida Tlaib, further raises questions. In 2020 and again in 2024, Muns reported $5,000 from a single donor, Dallas real estate figure Craig Schenkel, with no Open Secrets record of the donation, and a $43,000 loan, suggesting minimal donor activity in an uncontested re-election.
