The Trump administration directed 46 states to remove gender ideology from sex education classes that are administered via the Personal Responsibility Education Program (PREP).
Issued by the U.S. Department of Health and Human Services (HHS), the directive warns states that failure to remove gender ideology content from PREP curriculum will result in the loss of federal funds for the program.
Minnesota was one of the 46 states placed on notice. Last month, California’s PREP funds were terminated for failure to comply with a similar directive.
PREP, a federally-funded program, allows states to award grants to non-profits, clinics, and other social service organizations that conduct sex education classes. The goal is to reduce the spread of sexually transmitted infections (STIs) and instances of teen pregnancy.
Minnesota is one of many states that operates a Personal Responsibility Education Program (PREP). In the North Star State, groups who have received PREP grants include Lutheran Social Services, Face to Face Clinic, and Evergreen Youth and Family Services.
The Minnesota version of PREP has several “Target Populations” that include “Young people of color,” “Youth in detention,” homeless youth, and LGBTQ+ youth. According to HHS, Minnesota currently has over $2.1 million in federal PREP funding.
In a letter sent to the Minnesota Department of Health (MDH), HHS listed several instances where Minnesota’s PREP curriculum includes gender ideology.
A course called “In Clued” has instructors read “a welcoming poem depicting diverse sexual and gender identities,” asks participants to introduce themselves with their pronouns, and tells participants: “we know that ‘sex’ is so much more than penis-in-vagina intercourse, and we know there are many more identities out there than heterosexual and cisgender!”
Another course called “Live IT” tells course participants that “settler colonialism” caused “forced assimilation to heteropatriarchal gender norms that continue to oppress and erase
Indigenous Two-Spirit and LGBTQ+ peoples.”
Other courses reference topics such as transgenderism, gender identity, pronoun usage, and gender expression. One course explicitly says “Gender is how you feel.”
HHS informed Minnesota that federal law authorizing the PREP program does not mention gender ideology and does not permit instructors to teach that gender is separate from biological sex. In turn, HHS said courses that include gender ideology are outside the scope of the PREP program.
As such, MDH was told to remove all gender ideology content from PREP curriculum and courses. Should Minnesota fail to do so, HHS said it would take enforcement actions against MDH which could include termination of federal funding for PREP.
“Accountability is coming,” said HHS Acting Assistant Secretary Andrew Gradison. “Federal funds will not be used to poison the minds of the next generation or advance dangerous ideological agendas. The Trump Administration will ensure that PREP reflects the intent of Congress, not the priorities of the left.”
