San Diego authorities arrested Ezequiel Cruz-Rodriguez, a thrice-deported illegal immigrant and convicted pedophile, who had been living in a licensed daycare run by his wife, Dulce Villagomez.
Villagomez, an SEIU activist, has been photographed with California Gov. Gavin Newsom (D), raising questions about how the state’s sanctuary policies may have allowed a dangerous criminal to remain undetected.
Cruz-Rodriguez, 47, has an extensive criminal history, including sexual assault of a child under 14, sexual battery, assault, robbery, domestic violence and illegal reentry.
He had been deported from the United States three times—1996, 2003 and 2012—and is affiliated with the notorious Logan Heights gang.
Patrick Divver, ICE San Diego Field Director, described him as “an unregistered convicted child sex offender with prior convictions of possession of a firearm, DUI, domestic violence, battery, assault, brandishing a firearm, illegal reentry, robbery and illegal reentry after removal.”
Authorities said the arrest was the result of meticulous law enforcement work to remove a high-risk individual from a vulnerable setting.
A senior Department of Homeland Security official condemned the situation, stating, “It is SICKENING to think this pedophile criminal illegal alien was residing inside the home where a daycare operates and hiding out in a sanctuary city. Thanks to the brave work of our ICE law enforcement officers, sickos like this will not walk free in the U.S.”
Villagomez operates Little Hands Academy Family Child Care, licensed through the California Department of Social Services.
An unannounced inspection in April 2023 reminded all licensees that adults living or working in the home must obtain criminal record clearances.
It remains unclear whether Cruz-Rodriguez’s presence had been disclosed to regulators.
NBC San Diego confirmed that CDSS has launched an investigation into the daycare’s licensing compliance.
A widely circulated photo showing Villagomez with Newsom at a SEIU union event has drawn significant attention.
First reported by Republican activist and private investigator Amy Reichert, the image underscores critics’ concerns that political and union ties, combined with sanctuary policies, may have allowed Cruz-Rodriguez to remain undetected.
Reichert is the founder of ReOpen San Diego, an organization that strongly opposed the state’s COVID-19 response and vaccine mandates.
Critics argue that California’s sanctuary laws, championed by Newsom, limit local cooperation with federal immigration authorities—even for illegal immigrants with serious criminal convictions and prior deportations.
Observers say these policies may have created an environment where Cruz-Rodriguez could live in the community, posing significant risks to children, RedState reports.
Supporters of stricter immigration enforcement contend the case highlights the dangers of shielding dangerous illegal immigrants from federal oversight.
The arrest also raises questions about the effectiveness of daycare licensing and federal-state coordination to protect children, especially when sanctuary policies intersect with politically connected individuals.
The incident has sparked broader debate about California’s immigration and sanctuary policies, as well as the political influence of unions like SEIU.
Law enforcement officials and child safety advocates are calling for closer scrutiny of daycare operations and better coordination between federal and state authorities to prevent similar situations in the future.
The Cruz-Rodriguez case illustrates the real-world consequences of sanctuary policies and highlights the intersection of politics, activism, and public safety in California.
As the CDSS investigation continues, many critics suspect that the story is likely to intensify scrutiny on Newsom, SEIU and other political allies associated with sanctuary policies, particularly as parents and communities demand accountability.
