Police have released disturbing bodycam footage showing the appalling conditions where 13 children were found living before being removed from their parents’ care in Toledo, Ohio.
Officers from the Toledo Police Department were initially responding to an animal complaint on Aug. 10 around 6:30 p.m. when they discovered the shocking scene inside a home on Raymer Boulevard. According to reports, the children — all under the age of 14 — were living in “deplorable conditions that put their health and safety at risk.”
Charging documents revealed heartbreaking details: the children were covered in bug bites, surrounded by insect infestations, and forced to live among animal urine and feces on the floor. The home allegedly had no working toilet or shower and little to no food stored in the kitchen. Officers said the children “appeared very filthy, as if they had not bathed in days.”
Three adults living at the home — Angel Lambert, 32, Cassandra A. Lambert, 27, and Angel Oliveri III, 25 — have been charged with multiple counts of child endangerment. All three pleaded not guilty and were released on their own recognizance but have been ordered not to contact the children.
In the recently released bodycam video, one officer can be heard saying, “What is that stench?” before entering the home. At one point, an officer asks Oliveri, “Do you think these living conditions are acceptable for children?” to which he responds, “No, I don’t.” Another officer can be heard saying, “It’s one thing if adults want to live in filth and not take care of themselves. These kids didn’t sign up for that.”
According to officials, Oliveri shares five of the children with Cassandra, while the other eight belong to Cassandra’s sister, Angel. Lucas County Children Services has confirmed that all 13 children have been removed from the home and are now staying with another family member, who is providing proper care.
The investigation remains ongoing, but the shocking footage has sparked outrage and renewed calls for stronger child welfare protections.
