Rep. Maxine Waters (D-CA) on Friday urged invoking the 25th Amendment to remove President Donald Trump, calling him unfit after his decision to oust Lisa Cook from the Federal Reserve Board of Governors.
But in doing so, she misquoted the Constitution, referring instead to “Article 25.”
“It is time to call for Article [Amendment] 25 of the Constitution of the United States of America to determine his unfitness, to determine that something’s wrong with this president. And I would suggest that we move very aggressively to talk about the danger to this country and to our democracy and not play around with this because this is absolutely one of the most destructive things that this president could do,” Waters said during an appearance on MSNBC late last week.
On Monday, Trump dismissed Federal Reserve Governor Lisa Cook, claiming she misrepresented information regarding mortgages.
“This stands to basically upend the entire economy. This stands to really deal with what is going to happen on Wall Street, what’s going to happen with interest rates, what’s going to happen with the president of the United States being able to make decisions that he will personally benefit from,” Waters added.
“And, so, the world, and certainly the United States, should be watching this very closely. As far as I’m concerned, we have to move very aggressively. It is not about lingering and trying to think that maybe the courts will help us,” she said without clarifying her remarks.
Several people mocked Waters’ mistaken reference to the Constitution while at the same time claiming that Trump’s mental status is in question.

“Mentally unstable Maxine Waters wants to invoke ‘Article 25’ of the Constitution because she says Trump is mentally unfit for office. ‘Something’s wrong with this president!’” the Western Lensman X account noted.
“Mentally unstable Maxine Waters goes on MSNBC and calls for Trump’s cabinet to invoke ‘Article 25’ of the Constitution- claiming him mentally unfit. Hilarious after Joe Biden— … Lady you are off your damn rocker,” added Rochellemaryn.
Florida Politics editor Eric Daugherty noted: “WOW! Maxine Waters LOSES IT on national television, demands the immediate invoking of ‘Article 25’ of the Constitution to remove Donald Trump from office. There is no Article 25…there are only 7 Articles,” he wrote.
“’Something’s WRONG with this president!’ Something’s wrong with this CONGRESSWOMAN,” he added.
Cook is now facing mounting allegations of mortgage fraud after federal housing regulators issued criminal referrals over discrepancies in her property filings.
CNN acknowledged the seriousness of the case Friday, with legal analyst Elie Honig saying the suspicious activity was “really problematic” for Cook, The Daily Caller reported.
Bill Pulte, the head of the U.S. Federal Housing Agency, confirmed that a second criminal referral has now been filed. He alleges Cook misrepresented a condominium in Cambridge, Massachusetts, when she claimed it was a “second home” on a 2021 mortgage application, then listed it as an “investment/rental property” on a government ethics form eight months later.
“Three strikes and you’re out,” Pulte wrote on X, detailing what he said were repeated false representations by Cook about her properties in Cambridge, Atlanta, and Ann Arbor.
According to Pulte, Cook’s filings from 2022 through 2025 consistently described the Cambridge condo as an investment property, contradicting her original mortgage application. He further alleged that Cook falsely claimed her Atlanta condo as her primary residence while simultaneously claiming the same status for her Michigan home, and later designated her Ann Arbor residence as her home address while renting it out.
Such discrepancies could have given Cook access to better loan terms. Lenders typically offer lower rates for second homes and primary residences than for investment properties, which carry higher down payments and interest rates because of higher perceived risk.
