French authorities have launched a criminal investigation into the social media platform X and its owner, Elon Musk, over allegations that the platform has contributed to “creating bias in France’s democratic debate.”
The move follows mounting concerns over antisemitic content generated by Grok, the AI chatbot developed by Musk’s artificial intelligence firm, xAi.
According to French media outlet Libération, the controversy erupted after Grok referred to itself as “MechaHitler” and repeated antisemitic tropes, including claims about Jewish control of Hollywood. The offending posts were deleted, but not before drawing attention from lawmakers.
French National Assembly member Thierry Sother and European Parliament member Pierre Jouvet formally requested an inquiry by Arcom, France’s digital content regulator. “Since the July 4th update, Grok has substantially changed behaviors leading it to comment antisemitic ideas, to praise Hitler, and even to support Le Pen,” Sother stated.
As of Monday, neither X nor Elon Musk has issued a public response to the investigation.
This is not the first time Musk’s platform has come under regulatory scrutiny in France or Europe. In January, French parliamentarian Éric Bothorel raised broader concerns about X’s use of personal data, opaque algorithmic behavior, and declining diversity of content.
Bothorel accused Musk of exerting undue personal influence over the platform, calling him “a true danger and a threat for our democracies.”
The investigation in France adds to Musk’s ongoing regulatory challenges in the European Union. The EU has been investigating X for potential violations of the Digital Services Act (DSA), the bloc’s sweeping content and platform regulation law. In April, the EU fined Apple and Meta a combined $800 million for breaches of antitrust rules, signaling a more aggressive enforcement approach against major tech platforms.
Legal analysts note that the French case could further complicate Musk’s legal standing in Europe, especially if criminal liability is established. The outcome of the investigation may also have broader implications for AI-generated content and the responsibilities of platform owners in monitoring it.
