Key aides to President Biden implicated in his mishandling of classified documents received significant promotions within a mere 24-hour window following the release of a damning report by special counsel Robert Hur, according to revelations obtained by The Post.
Annie Tomasini, a longstanding Biden staffer dating back to her tenure in the Senate, assumed the role of deputy White House chief of staff on February 8.
The very next day, Richard Ruffner stepped into Tomasini’s former position as director of Oval Office operations.
Critics wasted no time in voicing their concerns about the swift promotions.
Jim Hanson, president of Worldstrat, a strategic consulting company, remarked, “I don’t think it should shock anyone that the Biden administration promotes people who help them cover up Joe’s abuse of classified information.”
Tomasini, 44, has been intertwined with Biden’s career trajectory since she was appointed his press secretary in 2008 during the president’s tenure as a U.S. senator from Delaware. Tomasini subsequently served as Biden’s deputy press secretary during his vice presidency from 2009 to 2010.
Tomasini’s journey continued as she assumed the role of traveling chief of staff during Biden’s 2020 presidential campaign, ultimately transitioning to director of Oval Office operations upon the president’s ascension to the White House.
Notably, Biden’s niece Caroline was under Tomasini’s supervision during Biden’s unsuccessful 2008 presidential bid.
Tomasini’s recent ascent has been subject to controversy. In November 2023, the House Oversight Committee flagged Tomasini’s involvement in visiting the Penn Biden Center “to take inventory of President Biden’s documents and materials” in March 2021.
This visit preceded the discovery of classified documents at the facility in November 2022. Despite the committee’s attempts to secure a transcribed interview with Tomasini, the White House has thus far impeded their efforts.
House Oversight Committee Chairman Rep. James Comer (R-Ky.) expressed little surprise at the White House’s obstruction, asserting, “The Department of Justice has failed to deliver accountability for President Biden’s mishandling of classified documents and now Biden aides involved in the scandal are getting promotions.”
Ruffner’s trajectory follows a similar pattern of advancement within Biden’s inner circle.
Initially serving as a special assistant to Jill Biden in 2014, Ruffner transitioned to a role with Vice President Biden in the twilight of his vice presidency. After a stint at the Boston Consulting Group, Ruffner returned to Team Biden in February as deputy assistant to the president and director of Oval Office operations, stepping into the position vacated by Tomasini.
Ruffner’s ties to the Biden family have also come under scrutiny, with emails from the Hunter Biden hard drive suggesting a close relationship. One email from 2019 revealed Ruffner declining a $4,900 Venmo payment from Hunter Biden intended for “dad.”
The revelation of Ruffner’s actions coincides with the findings of Special Counsel Robert Hur’s investigation into President Biden’s handling of classified materials. While Hur’s report acknowledged Biden’s retention and disclosure of classified materials, it refrained from recommending criminal charges, citing Biden’s “elderly man with a poor memory” status as a mitigating factor.
Ruffner’s involvement in the removal of documents gained traction after classified materials were discovered at Biden’s Delaware home in January 2023.
Kathy Chung, another Biden aide, shed light on Ruffner’s role during her testimony to the House Oversight Committee in November, implicating him alongside other Biden associates in transporting classified materials from the General Services Administration facility to a different D.C. office.
