The City of College Park, Maryland, hired a “racial equity” leader to spearhead its mission to eliminate systemic racism in its departments who has made statements defending violence and promoting the idea of a revolution against the United States.
Kayla Aliese Carter supports “Black liberation” through revolutionary means and said she is working with some activists to plan “how we will eat and live and grow after we burn it all down.”
The report explains that Carter was hired as a “Racial Equity Officer,” in 2022, after the city passed a resolution in June 2020, in the aftermath of George Floyd’s death in Minnesota the previous month.
“Resolution 20-R-16,” was introduced during a June 9, 2020 virtual city council meeting by city council member Fazlul Kabir, who later became the city’s mayor in May 2023. The resolution was touted as “a commitment to enact policies that unequivocally defend Black lives and aim to undo the effects of systemic racism in College Park.”
The City of College Park has an entire page on their website devoted to “Racial Equity”, which lists Carter as the Racial Equity Officer. A statement on the website reads:
In an effort to address racial inequity, the City of College Park’s Mayor and Council passed ‘Resolution 20-R-16’ in 2020 which renounced systemic racism, declared support of Black Lives, and called for the ongoing explicit and conscious confrontation of racism.
The directive mandated that all current policies and programs be examined for evidence of disparate impact, assessed for barriers to equal participation and opportunity for Black people in our community and called for the collective investment in creating new policies to eliminate the barriers identified.
In 2022, the city of College Park hired a racial equity officer responsible for designing, coordinating, and organizing racial equity plans. The Racial Equity Officer began the evaluation of existing city policies and assembled a core team to execute the development of equity assessment tools that will be used across City departments to integrate explicit consideration of racial equity in decisions, including policies, practices, programs, and budgets.

In their report, Fox News shares a number of alarming statements Carter has made on her Instagram and X/Twitter accounts – which now appear to have been removed. Key details about her posts include:
- Supports “Black liberation” through revolutionary means
- Said she is working with some activists to plan “how we will eat and live and grow after we burn it all down.”
- Carter believes it’s not enough to be not racist, one must be actively antiracist and working to “dismantle this s–t.” Some of her posts contain defenses for violence, asking, “Why do Black people always have to rationalize our violence and anger?

This is a personnel matter and the City officials and staff cannot comment further on this personnel issue.

The mayor of the city, Fazlul Kabir (WHO INTRODUCED THE RACIAL EQUITY RESOLUTION in 2020) is an immigrant from Bangladesh. He has lived in College Park for 20 years and served on the city council for 12 years, before being elected mayor in May 2023 after the previous mayor had to resign in disgrace.
The City of College Park released the following video featuring Kabir last week. He is believed to be the first Muslim mayor in Maryland.
