Here is what’s going on: The Chinese Communist Party (CCP) is using tactics that China views as “soft power” to establish worldwide influence. In recent months, U.S. officials have expressed concern about these tactics. According to materials that Upward News acquired, this influence even extends to the K–12 educational system in the United States.
The narrative: It goes that China utilized Confucius Institutes, which are educational establishments that teach Chinese language and culture on college campuses in the United States. Claiming that the project was an “important part of China’s overseas propaganda set-up,” the CCP staffed them with Chinese educators. The institutes pushed for CCP viewpoints.
- However, with the defunding of the Confucius Institutes by former President Donald Trump at over 100 American colleges, they vanished. Since then, programs run by Confucius Institutes Headquarters, a Chinese organization known as Hanban, have been running in K–12 classrooms without any problems.
What we discovered: Through Hanban, a Texas school district with over 20 charter schools sought teachers for its Chinese language program. Upward News was informed that candidates with degrees from state-run Chinese universities or clear ties to the CCP were given preference.
- Why it’s important: To teach in the United States, the Chinese instructors in the district must undergo ideological indoctrination from the CCP. If the CCP determines that they have deviated from party ideology in the future, even overseas, they risk having their licenses and visas revoked.
