Ye, from Rockville, allegedly crafted a 129-page manifesto outlining plans for a mass shooting at Thomas Wootton High School, coupled with aspirations to target an elementary school in Montgomery County.
The arrest was made on Wednesday following an investigation into Ye’s writings and internet activities, Fox News reports.
According to Montgomery County Police Chief Marcus Jones, Ye expressed a desire for notoriety and romanticized the idea of becoming a serial killer, as revealed in his manifesto.

The document also contained disturbing references to targeting an elementary school, with Ye citing that “little kids make easier targets.” Further investigation unveiled Ye’s involvement in Discord chats that glorified school shootings, indicating potential mental health issues.
Nicole Parker, a former FBI agent and Fox News contributor, condemned Ye’s motives as “pure evil,” highlighting the tragic anniversary of the Columbine school shooting. Parker praised law enforcement’s intervention, preventing another devastating incident through meticulous police work.
Authorities were alerted to Ye’s intentions when the manifesto was shared with Baltimore County police by an acquaintance from a psychiatric facility. The document’s transgender protagonist bore resemblances to Ye, prompting concerns. Ye’s internet search history, including inquiries about gun ranges and past school shootings, corroborated suspicions raised by the manifesto.

While a firearm was found in Ye’s family home, investigators believe he lacked access to it, possibly due to Maryland’s stringent gun laws. Ye, who hadn’t attended physical school since fall 2022, was enrolled in a virtual program, raising questions about isolation and its role in motivating violent intentions.
