The suspect at the center of a deadly head-on collision that occurred in Minneapolis last year is an illegal alien, per a spokesperson with Immigration and Customs Enforcement (ICE).
According to criminal charges filed last week, German Adriano Llangari Inga was driving through Minneapolis on the night of Aug. 3, 2024 when he crossed a double yellow line and crashed head-on into another vehicle. The crash killed Victoria Eileen Harwell and injured two others; Harwell’s sister and Harwell’s 14-year-old daughter.
Court documents state that Llangari Inga was given a breath test which revealed a blood alcohol content of .172. Those same documents also note that a blood test was taken roughly two-and-a-half hours after and showed a blood alcohol content of .141.
In a statement to Alpha News, ICE confirmed that Llangari Inga, of Ecuador, was unlawfully present in the United States. ICE also said that it placed a detainer on Llangari Inga the day after the crash occurred, Aug. 4.
“The Hennepin County Jail did not honor the detainer and released Llangari without notification to ICE Aug. 6, 2024, and he remains at large,” said an ICE spokesperson. “Llangari initially entered the United States in June 2016, was detained by U.S. Customs and Border Protection, issued an order of expedited removal and placed into removal proceedings.”
Alpha News reached out to the Hennepin County Sheriff’s Office, the agency responsible for the county jail, but did not immediately hear back.
Alpha News also reached out to the Hennepin County Attorney’s Office. Alpha News asked why the county attorney’s office took so long to charge Llangari Inga. The agency did not immediately respond.
Llangari Inga has been charged with three felony counts of criminal vehicular homicide and two gross misdemeanor counts of criminal vehicular operation. Each felony carries a maximum sentence of 10 years imprisonment and/or a $20,000 fine. The gross misdemeanors carry maximum sentences of 364 days in jail and/or $3,000 fine.
A warrant has been issued for his arrest.
The criminal charges say officers who interacted with Llangari Inga after the crash could smell “a strong odor of alcohol” coming from his breath. The criminal complaint further notes that Llangari Inga’s eyes appeared “glazed over and watery.”
Upon investigating, police reportedly found three open beer bottles in Llangari Inga’s vehicle, video leading up to the crash which showed the 35-year-old “driving fast and not staying in his lane,” and a witness who alleged that Llangari Inga’s car was driving fast.
Law enforcement also became aware of another incident shortly before the head-on crash in which Llangari Inga allegedly rear ended a vehicle that was stopped at a red light, made an illegal turn, and drove over a traffic stick as he left the area.
The criminal complaint says Llangari Inga “did not have a valid driver’s license or insurance.”
