A U.S. Customs and Border Protection officer has been arrested following an FBI investigation into the exchange of over 500 digital images related to child pornography.
The investigation, which was conducted in coordination with the Border Patrol’s Office of Professional Responsibility, led to the arrest of Scott James Rocky, a resident of Center Line, Michigan.
Rocky, who was arrested on Thursday, is facing charges for the receipt, distribution, and possession of child pornography. These crimes allegedly took place between April 15 and May 1, 2025, in Wayne County, Michigan.
The FBI agent leading the investigation explained that the discovery began when he was signed into a peer-to-peer file-sharing network, BitTorrent, on April 29. The agent observed a specific Internet Protocol address sharing multiple files, which had keywords or hash values that could be linked to potential child pornography.
Upon further examination, the agent determined that on April 15, someone using this IP address had shared about 530 files. The file names were consistent with terms typically used for child pornography, as CBS News reported.
In the following days, investigators found that many of the files contained explicit material depicting children, some as young as four to ten years old, engaged in sexually explicit conduct.
The FBI then sought and executed a federal search warrant. The search led to the discovery of a desktop computer containing a file named in German that depicted sexual activity involving children.
Additionally, an external hard drive found near the computer held more disturbing material. The hard drive contained videos showing children and teens engaging in sexual acts.
The U.S. Customs and Border Protection (CBP) agency quickly responded to the news, releasing a statement emphasizing its commitment to integrity. The CBP spokesperson reaffirmed that honor is a core value in every aspect of the agency’s mission.
While the arrest of one of its officers is deeply troubling, the CBP spokesperson stated that the vast majority of CBP officers serve with honor and distinction. These officers are dedicated to protecting the country and its borders.
