After the “inexcusable” gutting of pro-life language from the Republican Party Platform last year, many conservative Americans wondered whether this was a signal that their values were on the decline in Washington. However, a strong showing on FRC Action’s Vote Scorecard for 2024 helps to allay those fears. A total of 171 members of Congress voted 100% in line with pro-life, pro-biology values over 16 votes in the U.S. House and U.S. Senate, many of whom visited an FRC Action reception Wednesday morning to receive their 100% award.
The life issue featured heavily among votes that FRC Action scored in 2024. In the Senate, FRC Action scored four votes taken on three bills: one to establish a legislative “right” to abortion and two that subtly expanded abortion and other unethical genetic practices under the guise of protecting fertility treatments. All three pro-abortion efforts failed, with 47 senators voting in line with FRC Action’s recommendation on every single vote.

On the House side, FRC Action scored votes on three bills, one resolution, and seven amendments to the National Defense Authorization Act (NDAA), as well as co-sponsorship of one other resolution — 12 in all. Four of the actions dealt with the life issue, including a bill to protect pregnant women, a bill to require informed consent for pregnant students, an NDAA amendment to prevent the Defense Secretary from paying for abortions, and co-sponsorship (which FRC Action opposed) of a resolution of “support for assisted reproductive technology (ART) procedures without regard for pro-life problems,” FRC Action described.
Besides these life actions, four votes dealt with gender ideology, including three NDAA amendments and a resolution in support of girls’ sports. One vote concerned marijuana, and the other three dealt with various freedom issues.
Members of Congress were eager to express their convictions for protecting the unborn. “We need to protect life, any part of life. That’s a core part of my faith,” said Rep. Mike Collins (R-Ga.) to The Washington Stand.
Given the narrow margin in the House and the 60-vote threshold in the Senate, most pro-life legislation stands little chance of passing in this session of Congress, but that hasn’t stopped some members from trying.
“I want to defund Planned Parenthood. I’m making it my mission,” declared Rep. Mary Miller (R-Ill.). This could theoretically be accomplished with only a simple majority in the Senate through the reconciliation process, although that would still be an uphill fight.
“In the meantime,” Miller hopes to “pass legislation requiring abortion providers to inform the women” whose babies they plan to abort, she said in an interview with TWS. “They say they’re pro-women, pro-choice. They are not. They are pro-abortion. They don’t trust women because they don’t want to give them the information. As many as 80 to 90% of women, if they see, if they know, they change their minds.” In particular, Miller mentioned the substantial risks associated with “the terrible chemical abortion pill: super dangerous, but women don’t know.”
Legislators were also enthusiastic about their chances to push back on gender ideology. “The issue of the moment is transgenderism, harming kids, chemical castration,” Rep. Keith Self (R-Texas) told TWS. Miller added that there was “absolutely” a chance that Congress would take action, “because we have a courageous leader at the top, and President Trump is on board with that.”
On his first day in office, President Trump issued an executive order “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.”
“We just need to codify into law his executive orders,” Miller proposed. “I introduced two bills to codify into law: [1] that there [are] two sexes based on gender, male and female, and [2] keeping our girls safe, [which] is codifying into law his executive orders, that men and boys do not belong in girls’ safe spaces, their private spaces.”
Other members of Congress were shocked that America is even having this conversation. “Can you imagine that we would need an executive order to say that men are men and women are women? Imagine saying that 20 years ago,” exclaimed Rep. Joe Wilson (R-S.C.).
Miller said her inspiration for serving in Washington comes from 2 Corinthians 5:9-10, “We make it our aim to please him. For we must all appear before the judgment seat of Christ, so that each one may receive what is due for what he has done in the body, whether good or evil.”
She urged Christians to pray for pro-life, pro-biology champions in Congress, “for wisdom, for courage, and to be effective communicators. The scriptures say that ‘death and life are in the power of the tongue’ [Proverbs 18:21].”
“We’re called to be a light in the world, and light in the darkness means bringing truth to people,” Miller concluded.
