The latest report to lawmakers this week in the State Capitol is that the Measure 118 tax will create a $1.3 billion dollar hole in the State Budget. This is because Measure 118’s massive 3% new corporate minimum tax does not pay enough to give out free $1,000 to $1,6000 checks to all Oregonians — including homeless, prisoners, babies, foreign exchange students, traveling migrants and every Oregonian who died in every particular year. This means the remaining fund must come out of the State General Fund which funds schools, public safety and wildfire resources. The Measure 118 tax also creates huge budget complications that trigger unexpected offsets required by the State budget.
As a result, many top liberal voices are opposing Measure 118.
“From the sounds of it, it was very poorly written. It was written to be sexy to those people that have children and families that want that money in their pocket but don’t understand the cost, what it’s going to take and if it’s even going to be a benefit to them.”
— Oregon State Senator Mark Meek

“It may look good on paper, but its flawed approach would punch a huge hole in the state budget and put essential services for low-wage and working families at risk,”
— Oregon Governor Tina Kotek

“There’s nothing to keep some of these larger corporations from moving (out of Oregon), which takes the jobs with it, and then it creates a livability and affordability downward spiral in our area,”
— Willy Myers, building trade union leader.

“Measure 118 would be a tremendous strain on our state resources, including a potential impact of more than $2.8 billion on state resources and require deep cuts to important front-line services, like health care and public safety,”
— Senate President Rob Wagner (D-Lake Oswego),
Senate Majority Leader Kathleen Taylor (D-Portland),
House Speaker Julie Fahey (D-Eugene),
House Majority Leader Ben Bowman (D-Tigard)
