A Somali terrorist was allowed into the country and was able to operate freely for almost a year before authorities realized their error and rearrested him.
Republican lawmakers are demanding information from Homeland Security Secretary Alejandro Mayorkas about what happened to the man — and whether US citizens funded any part of his journey to or stay in the US.
The 27-year-old Somalian — who so far has not been identified by name — was on the watchlist as “a confirmed member of al Shabaab” involved in the use, manufacture or transportation of explosives or firearms, but a border bungle meant he was released after initially being arrested for crossing into the country illegally in California in March 2023.
The Somalian terrorist was originally determined to be a “mismatch” to the terror watchlist, and was released by the Biden administration.
Nearly a year later, federal authorities realized their mistake, determining he was, in fact, associated with the Somalian militant group. ICE was able to track him down within 48 hours and re-arrested him.
The letter to Mayorkas was signed by Majority Whip Tom Emmer, Rep. Brad Finstad, Rep. Michelle Fischbach, and Rep. Pete Stauber, all Republicans from Minnesota.
They wrote: “Due to Minnesota’s far distance from the border, it is not an easy task for migrants to travel to the state. Did the [al-Shabab] terrorist travel to Minnesota with the assistance, either direct or indirect of an [Non-Governmental Organization]? If so, which NGO was responsible for transporting the individual to Minnesota?”
Rep. Tom Emmer (R-Minn.) wrote in a social media post, “I demand answers from @JoeBiden and @SecMayorkas. Were taxpayer dollars used to fly an accused Somali terrorist to my home state? How did this dangerous man stay in Minnesota for a full year?”
In another post, Emmer added, “The Biden administration’s open-borders agenda allowed a known terrorist to roam freely throughout Minnesota. @RepFinstad, @RepFischbach, @RepPeteStauber, and I won’t stop fighting to make this failed administration answer for its inexcusable negligence.”

As of March 1, so far this fiscal year, 70 foreign nationals on the FBI’s terror watch list have been caught coming into the United States between the ports of entry – 69 at the southern border and 1 at the northern border.
Another 140 on the terror watchlist have been caught at the actual ports of entry – 126 at the northern border, and 14 at the southern border.
